The Role
We’re looking for a strategic, driven, and detail-oriented Strategic Partnerships & Bid Manager to lead our business development and tendering efforts. This role is vital to RTN’s continued growth and innovation, playing a central role in expanding our NHS and private sector reach. You’ll be responsible for identifying new opportunities, developing strong commissioner relationships, and leading high-quality bid submissions. As a strategic connector between RTN and the wider commissioning landscape, you’ll help ensure our services remain competitive, relevant, and impactful.
Role Responsibilities
- Business Development & Strategic Growth
- Identify and assess new NHS and private sector commissioning opportunities aligned with RTN’s service offer
- Map and develop new procurement routes including ICB partnerships, DPS frameworks, and pilot models
- Maintain a live pipeline of relevant opportunities and inform internal stakeholders of upcoming tenders
- Lead the full bid lifecycle including scoping, writing, coordinating, editing, and submitting tenders
- Work collaboratively with clinical, operational, and governance teams to develop accurate, persuasive, and compliant bids
- Ensure all tenders are submitted to deadline with rigorous documentation, version control, and quality assurance
- Build and sustain relationships with NHS commissioners, procurement leads, and external collaborators
- Represent RTN at commissioner meetings, events, and external stakeholder forums
- Identify joint bid or subcontracting opportunities and manage relationship development with potential partners
- Support effective mobilisation of new contracts by liaising with internal teams and commissioners
- Maintain ongoing commissioner relationships to support performance and renewal discussions
- Create feedback loops from tenders and contracts to shape continuous improvement
- Track policy, procurement, and commissioning trends in the NHS and independent mental health sectors
- Provide regular insights and commercial recommendations to senior leadership
- Contribute to the development of RTN’s national positioning and long-term business development strategy
About You
- Mandatory requirements
- Minimum 3 years’ experience writing and managing successful NHS or healthcare sector tenders
- Experience working directly with NHS commissioners, procurement teams, or ICBs
- Proven ability to lead and coordinate complex, multi-stakeholder bid processes from end to end
- Strong understanding of NHS procurement platforms (e.g. Atamis, Proactis, Contracts Finder)
- Exceptional written communication skills with a proven track record of producing high-scoring, compliant tenders
- Demonstrated ability to build and maintain strategic partnerships in a health or social care context
- Highly organised with the ability to manage multiple deadlines, workstreams, and stakeholder inputs
- Degree-level education or equivalent relevant experience
- Experience working within mental health, neurodevelopmental, or community-based health services
- Knowledge of contract mobilisation processes and commissioner relationship management
- APMP or similar bid management qualification
- Experience developing or supporting a commercial strategy in a healthcare organisation
