Person Specification: HR Manager

Post Title: Senior People Compliance Advisor

Reports to: CEO

Location: RSPCA Halifax, Huddersfield, Bradford & District Branch (with hybrid/onsite flexibility)

Purpose of Role:

To provide a full generalist HR and People Support Service to the Charity and ensure organisation wide compliance with health and safety and internal governance procedures. This role supports managers across all departments to maintain best practice, while embedding a culture of compliance, wellbeing, and continuous development.

Key Responsibilities:

1. Human Resources Management

  • Be first point of contact for all HR related queries within the Charity providing proactive, effective and legally compliant guidance to people managers,
  • Advise people managers on all employee relations to include, but not exclusively, absence, performance, discipline and grievances
  • Oversee HR/regulatory activities and processes to ensure HR compliance, identifying risks and finding solutions
  • Oversee all stages of the employee lifecycle including recruitment, onboarding, contract management, performance management, absence and exit processes.
  • Contribute to and project manage the implementation of HR projects and initiatives to embed best practice, which positively affect the Charity’s performance
  • Coordinate staff communications related to HR policy, wellbeing, and organisational updates.
  • Primary responsibility for the maintenance and update of Charity’s HRIS to include building e-processes to support business need.

2. Compliance & Policy Oversight

  • Maintain the charity\’s HR, health and safety, and operational policies, ensuring timely reviews and updates.
  • Develop and manage a policy review calendar and ensure stakeholders are involved as appropriate.
  • Lead on compliance audits, checks, and the upkeep of core documentation e.g. DBS records, right to work, personnel files.

3. Health, Safety & Training

  • Work closely with SMT and operational managers to ensure that risk assessments, accident reports, and safety checks are maintained and reviewed.
  • Monitor all staff training compliance, keeping accurate training records and following up on lapsed or incomplete courses.
  • Support the implementation and oversight of health & safety software (e.g. BrightSafe, Smartlog or equivalent).
  • Coordinate learning and development activity, including mandatory and ad-hoc training.
  • Support initiatives to improve employee wellbeing and workplace culture.
  • Monitor staff survey feedback and contribute to action planning.

Person Specification:

  • Proven experience, minimum five years, in a Senior HR generalist advisory role.
  • Experience of effectively managing employee relations issues
  • Up-to-date knowledge of UK employment law and HR best practice.
  • Experience managing or coordinating compliance-related activities.
  • Ability to identify, develop and implement policies, procedures, and training plans.
  • Strong interpersonal and communication skills; ability to work with discretion and empathy.
  • Excellent organisational and time management skills.
  • Experience of working and administratively maintaining a HRIS platform (e.g BrightHR, BrightSafe).
  • CIPD Level 5 or equivalent experience.
  • Experience working in the charity sector, or with a volunteer-involving organisation.
  • Understanding of health and safety principles within a multi-site or operational Charity environment.
  • Familiarity with policy and risk assessment management.
