We are recruiting for a Transport for City Regions (TCR) Programme Director – to support development management within a local authority setting. This role sits within the Strategic Development Team and will focus on managing conditions and obligations linked to major and strategic planning applications. The role will involve managing the discharge of planning conditions, amendments under Section 96a and Section 73 of the Town and Country Planning Act, and providing pre‑application advice to developers in line with adopted and emerging planning policy. This opportunity would suit someone looking to build further experience working on major projects, with potential progression to managing major planning applications independently.

Key Responsibilities

  • Manage the discharge of planning conditions and obligations associated with large‑scale strategic and major planning applications.
  • Process amendments under Section 96a and Section 73 of the Town and Country Planning Act.
  • Provide pre‑application advice to developers in line with adopted and emerging planning policy and guidance.
  • Support the delivery of development management services within the Strategic Development Team.
  • Work with internal teams and external stakeholders to progress planning applications and related matters.
  • Maintain accurate records and ensure compliance with planning legislation and procedures.
  • Support progression of major projects and contribute to wider planning service delivery.

Skills and Experience

  • At least 2 years’ experience within a development management or planning role.
  • Knowledge of the UK planning system and relevant planning legislation.
  • Experience dealing with planning applications, including conditions and amendments.
  • Degree in planning or a related subject, or equivalent planning experience.
  • Ability to manage workload and meet deadlines.
  • Communication skills to engage with developers, applicants and stakeholders.
  • Eligible to work in the UK.
