Our client is seeking new leadership for a restructure project within local government. Roles at this level are highly specialised and authoritative, leading the provision of Business Delivery services within the defined business areas.
Requires advanced training or a full professional qualification, or proficiency in a specialised field, with a broad understanding of relationships between different business areas, as well as significant experience at a management level.
The post holder will be responsible for coordinating and integrating the work of service managers who are also engaged in that area of activity.
- Lead and manage Democratic Services, ensuring high quality committee, member and scrutiny functions aligned to council recovery, improvement and strategic objectives.
- Provide authoritative constitutional, governance and democratic-process advice to councillors, senior leaders and officers, ensuring full legislative and regulatory compliance.
- Oversee and continuously improve all democratic decision making processes, ensuring effective planning, conduct, transparency and accountability.
- Develop and embed a strong scrutiny function, ensuring constructive challenge, robust service review, and high quality oversight as the council’s statutory Scrutiny Officer.
- Lead Member Services, including support to Cabinet, political groups, civic functions and a comprehensive member development and training programme.
- Manage and motivate teams (up to 15 direct reports), oversee a £1m budget, and drive organisational change, performance, digital improvement and service innovation.
