We’re supporting a local authority to recruit a Strategic Housing Contracts Manager to lead procurement and contract management across Housing Services, ensuring best value and strong governance. You will manage a portfolio exceeding £6m per year, covering repairs and maintenance, major works, professional services, ICT systems and other contracts essential to delivering housing services. Salary £550 Per Day
Key Responsibilities
- Lead and support effective and transparent procurement activity across Housing Services, ensuring compliance with statutory and local procurement policies and delivery of best value.
- Provide contract management advice to Housing Services, ensuring appropriate arrangements are in place for effective oversight and performance management.
- Manage a range of housing contracts to ensure compliance with contractual obligations, identifying and managing operational and financial risks and implementing robust controls.
- Maintain a contract management strategy for Housing Services, ensuring appropriate governance arrangements and key management controls are in place.
- Contribute to strategic and annual performance reviews of housing contracts, preparing reports, strategy papers and option appraisals to support procurement decisions.
- Liaise with corporate procurement, finance and legal colleagues to ensure compliance and obtain necessary approvals, and work with service leads to provide procurement and payments advice.
- Maintain a comprehensive log of all Housing contracts and ensure the Council’s contract management system is accurate and up to date, including reviewing contracts and projects against agreed criteria.
- Provide expert advice on procurement regulations and ensure compliance with Council policies, Standing Orders, UK procurement legislation, relevant EU legislation and case law, while producing and maintaining internal guidance, delivering training, and maintaining a forward procurement plan.
Skills and Experience
- Experience managing procurement and contracts within a local authority or public sector environment.
- Strong knowledge of UK procurement legislation, relevant EU regulations, Council Standing Orders and contract governance requirements.
- Experience managing complex service contracts, including repairs and maintenance, major works, professional services or ICT related contracts.
- Ability to identify and manage financial and operational risks and implement appropriate controls.
- Experience preparing reports, performance reviews, strategy papers and option appraisals to support decision-making.
- Strong stakeholder management skills, with experience working alongside procurement, finance, legal teams and operational service leads.
