Position: LCTS Project Manager
Location: North London (Remote working)
Contract: 3 months (high chance of extension) £546 per day | 37 hours per week
This is a flagship policy and transformation programme focused on redesigning the Council Tax Support scheme ahead of its statutory adoption deadline. The role will lead the full end-to-end delivery of the programme, from early modelling and consultation through to Cabinet approval and system implementation.
Key responsibilities include:
- Leading programme planning and governance
- Coordinating a 12-week public consultation
- Managing the production of Equality Impact Assessments and supporting policy analysis
- Working closely with Legal, Finance, Communications, ICT/NEC, Digital teams and senior stakeholders including Members and CLT
- Overseeing reporting to Cabinet and Full Council
- Ensuring all statutory requirements are met
- Managing the implementation of the new scheme into the annual billing process
- Strong coordination of multiple workstreams, risk management and stakeholder engagement
Requirements:
- Proven experience delivering complex public sector policy or transformation projects
- Strong background in consultation-heavy or politically sensitive programmes
- Excellent stakeholder management skills with senior officers and elected Members
- Experience managing governance, reporting, EQIAs or statutory processes
- Ability to coordinate multiple workstreams (policy, legal, ICT, finance)
- Strong analytical skills and ability to interpret modelling outputs
- Local authority experiences essential
