About the role

The Director of Asset Investment and Compliance is responsible for developing and leading on a new Intelligent Client framework for managing compliance throughout the Facilities Management Services sub company called PFSL (wholly owned sub company that currently manages FM services across Royal Mail Group). The successful new incumbent will strategically plan investment in the portfolio and drive improvement programmes to deliver a safe and compliant estate. This is a pivotal role in developing strategic solutions to improve the delivery of safety, compliance, value for money and effective FM services across the whole of Royal Mail, impacting all employees across c. 2,000 properties. These will include prioritising investment to optimise compliance and value for money. Identify, mitigate and remediate gaps in compliance, define PFSL's scope and plan for effective delivery of FM services and consider the future delivery model for FM services. Reporting into the Group Director of Property & Facilities Solutions - This is a hybrid working role with a requirement for travel across the network and to attend our Head Office in Farringdon, London.

Team - Minimum line management of 10 direct reports at Manager level.

Key Accountabilities

  • Developing a strategy to balance risk & compliance, value for money and delivering for our operational customers.
  • Develop, implement and manage a property risk & compliance framework to meet Group, legislative and regulatory standards around building safety and property compliance including building fabric issues / risks where Royal Mail have general obligations under relevant legislation (Building Safety Act, Health and Safety at Work Act, Occupiers Liability).
  • Develop risk management strategies, identify and mitigate property-related risks, providing oversight to compliance and risk improvement programmes e.g. fire doors.
  • Develop and maintain a complete asset register enabling clear and accurate identification of all statutory / legislative requirements and the overall property risk profile, whilst providing insight to allow robust decision making.
  • Formalise the scope of PFSL services and clarifying roles & responsibilities between Royal Mail Property, H&S and PFSL.
  • Engage with Royal Mail Operations to establish customer focussed framework for agreeing standards, measuring delivery and escalating issues.
  • Develop long term investment strategies for property investment and providing oversight for portfolio improvement programmes to achieve Property compliance.

About You

Key Experience

  • Vast leadership experience covering property risk & compliance, investment planning and delivery of FM services.
  • Strategic planning, communication and report writing skills.
  • Strong understanding of property legislation, regulation and standards, particularly across fire, water, asbestos and building fabric.
  • Commercial mindset & experience in dispute resolution.
  • Strong understanding of data & systems.
