The Royal Borough of Windsor & Maidenhead (RBWM) is seeking an experienced and forward‑thinking Finance Business Partner – Capital to play a key role in shaping the financial future of the borough. As part of our finance leadership team, you’ll lead on all aspects of capital finance, supporting major investment projects and ensuring the effective financial management of the council’s capital programme. You’ll provide clear, insightful and timely financial advice to senior stakeholders, helping to drive informed decision‑making and deliver value for money across all service areas. This is a high‑profile role that combines technical expertise with strategic influence. You’ll act as a trusted advisor to Directors and Heads of Service, supporting them to plan, monitor and deliver their budgets effectively while managing financial risks and opportunities.

Key Responsibilities

  • Provide financial advice and analysis to support strategic decisions across capital projects and programmes.
  • Lead on capital budget setting, monitoring, forecasting and reporting.
  • Partner with Directors and senior managers to ensure robust financial planning and control.
  • Support the development of business cases and evaluate investment proposals.
  • Identify risks, opportunities and efficiencies within the capital programme.
  • Lead, motivate and develop a small finance team, fostering a collaborative and high‑performing culture.
  • Contribute to the wider transformation and improvement of the council’s finance function.

About You

We’re looking for a qualified and motivated finance professional with strong communication skills and the ability to influence and engage effectively across all levels. You will be:

  • A fully qualified CCAB accountant (CIPFA, ACCA, ICAEW or CIMA) with a commitment to ongoing professional development.
  • Experienced in financial planning, capital accounting and budget management within a complex organisation, ideally in the public sector.
  • Confident working both strategically and operationally, with the ability to translate complex financial data into clear, actionable insights.
