Senior Noise and Construction Management Officer in London

Protect local residents, balance urban living, and manage construction impacts across a unique borough. As our Senior Noise and Construction Management Officer, you’ll combine your noise expertise with hands‑on field inspections to safeguard our communities. It’s a role with real local impact—a chance to get out into the field, work directly on active sites, and help build a quieter, fairer borough for everyone.

Working Style

You’ll be based in the Borough for three to four days a week for site visits and office work, with flexibility to work from home. Whether you’re inspecting high‑end developments or meeting residents to resolve concerns, you’ll play a central role in managing urban living.

What you’ll be doing

Your focus will be taking a proactive, hands‑on approach to managing construction impacts across a diverse range of sites, from major commercial developments to high‑end residential projects through our construction bond scheme. You'll conduct chargeable site inspections, audit compliance, and review Section 61 prior consent applications for noise and vibration control. When residents raise concerns about noise, you’ll head out into the field to investigate, gather evidence, and resolve issues pragmatically. Beyond noise control, you’ll collaborate across departments to support wider regulatory oversight, including highways licensing, construction traffic management plans, parking suspensions, and our construction bond scheme. A key part of your role will involve helping transition our team to a new, field‑accessible database that streamlines how we work. Whether you're serving statutory notices under the Control of Pollution Act or processing back‑office bond applications, your work will ensure developers remain accountable while helping generate revenue that directly supports wider council services.

What you’ll bring

You’ll bring practical experience in construction noise and vibration abatement, alongside an Institute of Acoustics (IoA) Certificate of Competence in Environmental Noise Assessment (or an equivalent recognised qualification). You’re deeply familiar with practical statutory enforcement, evidence gathering, legal notices, and council powers. You thrive when active in the field—using pool cars to carry out site audits and feeling completely comfortable navigating active building sites. You’re a curious, tenacious problem‑solver who enjoys learning about wider controls, such as planning enforcement and highways regulations. Strong IT skills mean you adapt quickly to new digital systems and keep concise, accurate records. Most importantly, you're an excellent communicator who brings clear, respectful dialogue to every conversation. You know how to handle sensitive situations with confidence, balancing resident concerns with construction requirements while working collaboratively within a supportive team.
