The Royal Borough of Greenwich is creating a new Renters Rights Enforcement Team to respond to the introduction of the Renter Rights Act. This is a key leadership role at the forefront of transforming how we protect tenants and improve standards in the private rented sector. The Act brings major changes to tenancy law, strengthening tenants' rights and placing new duties on Councils. You will ensure the Council meets these duties in a clear, fair and effective way.

As the Renters Rights Enforcement Manager you will lead a specialist team responsible for delivering the Council's statutory duties relating to unlawful eviction, harassment, discrimination and unfair rent practices. You will also work closely with Housing, Environmental Health, Legal Services and Trading Standards to deliver a joined up service for residents.

Key Responsibilities

  • Lead and support the Renters’ Rights Enforcement Team on a day-to-day basis
  • Allocate and oversee casework to ensure it is handled effectively and on time
  • Guide complex investigations and support officers to reach sound decisions
  • Review and approve enforcement action, including civil penalties and prosecutions
  • Act as the Council’s lead advisor on landlord and tenant legislation
  • Work with other services to support residents at risk of homelessness
  • Build positive relationships with landlords and agents to encourage compliance
  • Ensure a consistent, fair and proportionate approach to enforcement
  • Monitor performance and support continuous improvement across the service

About You

We’re looking for someone with:

  • Experience in housing enforcement, tenancy relations or private sector housing
  • Good working knowledge of relevant legislation, including unlawful eviction and landlord compliance
  • Experience of leading complex investigations and enforcement action
  • The ability to manage and develop a team, ensuring high standards and consistent decision-making
  • Excellent partnership working skills and the ability to influence across services
  • A commitment to delivering fair, proportionate and resident-focused services
