Fixed-Term Contract (18 months) The Royal Borough of Greenwich is seeking an experienced and motivated Single Household Team Leader to join our Private Housing & Environmental Health Standards service. This is a fantastic opportunity for a housing professional to take a leading role in improving housing conditions, driving enforcement activity, and supporting the wellbeing of residents across the borough.
About The Role
As the Single Household Team Leader, you will manage a team of Environmental Health Officers, Technical Officers, and support staff responsible for delivering high‑quality enforcement, inspection, and regulatory services within the private rented sector. You will lead on complex casework, ensure compliance with housing legislation, and implement strategies that improve standards and protect vulnerable residents. You will play a pivotal role in shaping policy, driving service improvement, and ensuring that residents live in safe, secure, and well‑managed homes. This post is ideal for someone with strong leadership skills, excellent technical knowledge, and a passion for making a real difference to housing quality in the borough.
Key Responsibilities
- Lead, manage, and develop a specialist team delivering housing inspections, enforcement, and regulatory interventions.
- Ensure compliance with relevant legislation including the Housing Act 2004 and related regulations.
- Oversee casework, including high‑risk or complex investigations, ensuring timely and effective outcomes.
- Implement data‑driven, intelligence‑led approaches to enforcement.
- Provide expert advice, guidance, and subject‑matter expertise on single household housing standards and enforcement.
- Represent the Council in tribunals, court proceedings, public meetings, and cross‑agency forums.
- Develop and maintain service policies, procedures, performance indicators, and operational strategies.
- Monitor team performance, allocate workloads, and report regularly to senior management.
- Work closely with landlords, tenants, partner agencies, and other stakeholders to improve housing conditions.
- Contribute to service budgeting, procurement, IT system development, and corporate reporting.
- Support recruitment, staff training, mentoring, and professional development across the team.
- Ensure compliance with health & safety, equalities, customer care, GDPR and all corporate policies.
- Contribute to emergency planning, business continuity, and wider service resilience.
About You
- In‑depth knowledge of private sector housing, single household property standards, and relevant legislation.
- Experience delivering inspections, enforcement actions, and regulatory interventions.
- Strong leadership and people management skills, with the ability to motivate, coach and develop staff.
- Excellent analytical, reporting and decision‑making abilities.
- Confidence representing the Council in formal settings including legal proceedings.
- Experience working with external agencies and establishing productive partnerships.
- A commitment to continuous service improvement and delivering positive outcomes for residents.
- A relevant professional qualification is desirable.
- A full driving licence and access to a suitable vehicle for work purposes.
