An exciting opportunity has arisen within the Highways and Traffic team for a Development Control and Travel Planning Officer. This role sits at the heart of the Council's development management and transport planning functions, helping to shape new development and ensure growth is supported by safe, sustainable and high-quality transport infrastructure. The successful candidate will provide specialist highway and transport advice on planning applications, negotiate legal agreements, and promote sustainable travel initiatives across the borough.

Key Responsibilities

  • Assess the transport and highway impacts of planning applications, including reviewing Transport Assessments and technical submissions.
  • Provide professional transport, traffic, parking and highway advice to planning officers, developers and stakeholders.
  • Negotiate and manage Section 38, Section 278 and Section 106 agreements to secure transport mitigation and improvements.
  • Support major regeneration and development projects through pre-application advice and technical assessments.
  • Prepare reports, respond to appeals and represent the Council at hearings and inquiries where required.
  • Contribute to transport strategy, policy development and Local Plan work.
  • Lead and promote sustainable travel initiatives, including travel planning for developments, businesses and Council staff.
  • Support the Council's ambitions for low-carbon transport, active travel and improved accessibility.

About You

We are looking for a motivated and experienced transport or highways professional who can demonstrate:

  • Strong knowledge of highways, transportation and development management processes.
  • Experience of assessing planning applications and transport-related development proposals.
  • Understanding of relevant legislation, policy and guidance, including the Highways Act, National Planning Policy Framework and transport planning principles.
  • Experience of working with developers, consultants, elected members and other stakeholders.
  • Excellent communication, negotiation and report-writing skills.
  • A commitment to delivering sustainable transport solutions and supporting high-quality development.
