About the Repairs and Investment Service: The Repairs and Investment service within the Housing and Safer Communities Directorate plays a pivotal role in delivering responsive repairs, capital works, and comprehensive safety and compliance services to over 25,000 Council tenants and leaseholders. With around 80,000 repairs carried out annually and a capital programme of approximately £30m this year, we deliver these services through a combination of in-house teams and external contractors. As one of London’s largest social landlords, the safety of our tenants and staff is our number one priority. To maintain and enhance this commitment, we have created a new Compliance team that will provide clear focus and ownership of safety and compliance across the borough.
The Role: We are looking for a qualified, experienced, and professional Asbestos Delivery Manager to join our team. You will not only be an expert in asbestos management but also understand the importance of structured processes and effective management in ensuring the safety of our residents and buildings. In this role, you will act as the Competent Person for all asbestos-related matters, overseeing the delivery of asbestos services across the Royal Borough of Greenwich. This includes embedding and maintaining robust processes and procedures across our in-house teams and supply chain, as well as leading the delivery of asbestos surveys, removal works, and keeping our asbestos register up-to-date.
Key Responsibilities:
- Leadership & Delivery: Lead the delivery of asbestos services, including overseeing surveys, removal works, and ensuring compliance with all safety regulations.
- Process & Procedure Development: Develop, implement, and embed asbestos management processes and procedures across our internal teams and contractors.
- Asbestos Compliance Management: Manage asbestos compliance, including maintaining and updating the asbestos register, monitoring performance, and ensuring projects are completed to the highest standards.
- Contract Management: Oversee the performance and budgets of asbestos surveying and removal contracts, ensuring they meet safety and regulatory requirements.
- Staff Management & Support: Provide leadership and direction to Asbestos Supervisors, setting strategic and operational targets to drive continuous improvement. Act as the primary point of contact for staff, contractors, and residents regarding asbestos-related matters.
- Innovation & Improvement: Take a lead role in encouraging innovation and continuously seeking ways to improve processes, efficiency, and safety standards.
What We’re Looking For:
- Extensive experience in managing asbestos services, including surveys and removal work, preferably within a housing or property management context.
- Proven experience in asbestos compliance management, with a strong understanding of relevant legislation and safety standards.
- Strong leadership and management skills, with the ability to lead teams, manage contractors, and drive performance improvements.
- Excellent communication skills, with the ability to engage effectively with residents, contractors, key stakeholders, and elected members.
- A structured approach to project and contract management, with a focus on budget management, performance monitoring, and safety.
Desirable (but not essential):
- Experience within the social housing sector or working with large-scale housing repair and maintenance services.
- Knowledge of the asbestos regulatory framework and experience working with compliance and risk management systems.
