Building a sustainable tomorrow BAM UK & Ireland is recruiting to join our Construction Segment, MEPH Building Services Design Manager with a strong focus on pre-construction technical design evaluation. The role is based from our London office, with travel across the region to support early-stage project development.

You will lead all MEPH pre‑construction technical design activities, ensuring that early‑stage solutions are robust, compliant with Employers Requirements (ERs), coordinated across disciplines, and technically validated before entering delivery. The role focuses on front‑end technical assurance, rigorous design evaluation, risk identification and shaping the technical direction of projects from the outset.

Pre-Construction Technical Leadership
  • Drive early-stage evaluation of MEPH designs at tender and pre-construction stages, ensuring alignment with ERs, statutory requirements, sustainability goals and client expectations.
  • Challenge and validate consultant design proposals, identifying omissions, risks, coordination issues and value-engineering opportunities before design freeze.
  • Ensure technical assumptions, calculations and design strategies are fully evidenced and justified.
Design Evaluation, Auditing & Compliance
  • Lead structured design audits across RIBA 1–4 to confirm technical quality, completeness and compliance.
  • Produce clear evaluation reports highlighting compliance status, design risks, performance gaps and required actions.
  • Assess MEPH system strategies, plant sizing, integration and lifecycle considerations for technical and commercial suitability.
Thermal Modelling & Building Performance
  • Review and challenge early-stage modelling outputs including thermal simulations, Part L compliance, energy modelling and comfort analysis.
  • Ensure assumptions and inputs are robust and that predicted performance meets project energy and carbon targets.
Design Coordination & Integration
  • Coordinate cross-discipline technical input to ensure cohesive and construction-ready design solutions.
  • Lead pre-construction technical workshops and interface reviews, resolving conflicts early and aligning design output with buildability, logistics and access requirements.
Digital Engineering & BIM
  • Oversee BIM deliverables from a pre-construction perspective, ensuring model accuracy, coordination quality and information completeness.
  • Ensure spatial validation, plant arrangement, and early clash detection support cost certainty and construction planning.
Technical Support for Procurement
  • Provide technical leadership in tenders, assessing supply chain proposals, compliance statements and alternative solutions.
  • Support the development of clear scopes, specification amendments and contract documentation to ensure design intent is fully captured.
Continuous Improvement
  • Promote best practice in pre-construction technical assurance, modelling interpretation and design risk management.
  • Capture lessons learned and embed improvements into future project processes.

Your team This position reports to the Building Services Director and is a key role within the regional Building Services pre-construction and technical leadership team.

What do you bring to the role?
  • Extensive experience in pre-construction MEPH technical design management within main contracting or consultancy.
  • Strong technical knowledge across all building services disciplines, with the ability to interrogate detailed design proposals.
  • Deep understanding of thermal modelling, building physics, energy compliance and performance engineering.
  • Skilled in reviewing and coordinating design documentation, BIM models, specifications and technical submissions.
  • Strong communicator able to challenge consultants constructively and influence design outcomes.
  • Professionally qualified (CIBSE, IMechE, IET or equivalent).
  • Highly organised, analytically driven, commercially aware, and proactive in identifying technical risks.
