Responsibilities
- Pre-Construction Phase: Assist in preparing project budgets and cost estimates. Perform quantity take-offs, prepare Bills of Quantities (BOQs), review tender documents, and support the procurement of contractors and consultants. Evaluate and negotiate contractor proposals. Assist in drafting contract documents in line with the project's commercial strategy.
- Construction Phase: Assess and certify contractor payment applications (interim valuations and final accounts). Monitor project costs and maintain cost control procedures. Review and manage Variation Orders / Change Orders submitted by contractors. Maintain accurate records of site instructions, change events, and associated cost implications. Attend site meetings and coordinate with design consultants, the site team, and contractors. Ensure compliance with contractual terms and project budget.
- Post-Construction Phase: Prepare and agree on final accounts. Provide cost analysis and financial reporting on project completion. Support in resolving any contractual disputes or claims. Identify and assess risks related to cost planning and payment processes during project execution. Monitor the performance bonds, advance payment guarantees, warranty bonds, and all insurance policies procured by the Employer, alerting relevant parties of upcoming expiry dates and requesting extensions where necessary. Propose Value Engineering solutions in case of budget overruns. Report potential risks to management and recommend preventive or corrective actions.
Other Tasks
- Proactively coordinate and request deliverables from contractors and related departments within assigned scope.
- Immediately report any serious issues/incidents beyond authority to direct supervisor or management.
- Perform other duties as assigned by the line manager or authorized personnel.
Job Requirements
- Bachelor's degree or higher in Economics, Construction, or related fields.
- At least 5 years of experience in Construction, project quantity and budget management.
- Priority for candidates with experience in Infrastructure construction, Urban Area, and High-rise Buildings.
- Solid understanding of policies, regulations, and procedures related to project implementation, construction, project quantity and budget management.
- Proven ability to apply legal and regulatory knowledge to construction, project quantity, and budget management.
- Familiarity with FIDIC or JCT contract forms is a plus.
- Proficiency in English communication.
