We are seeking to recruit an experienced and highly motivated Strategic Commissioning Manager to join our commissioning function within the Adult Care, Housing and Public Health Directorate. The post holder will play a key role in leading and delivering strategic commissioning activities to support the Council’s priorities. You will be responsible for developing and implementing commissioning strategies that improve outcomes for residents, ensure value for money, and support the delivery of high-quality services.
Working across organisational boundaries, you will collaborate with partners including health colleagues, providers, and the voluntary and community sector to drive innovation and service transformation.
Key Responsibilities- Developing and implementing strategic commissioning plans to support the delivery of strategic priorities and to influence policy decision makers and funders in line with local / national objectives.
- Analysing complex data from a wide range of sources (customer consultation outcomes, market research and benchmarking) in order to shape and stimulate markets to inform the development of service specifications in line with best practice.
- Using complex contract documentation, liaising with appropriate stakeholders to ensure compliance with policies, procedures, statutory guidance, legislation and good practice.
- Preparing and delivering reports and presentations to a range of audiences including elected members, directors, senior managers, service providers, customers, carers and other members of the public.
- Proactively liaise, negotiate, influence and collaborate with internal and external stakeholders, including elected members to ensure the effective commissioning and delivery of services.
- Significant experience of commissioning, service development, or programme management.
- Strong understanding of the public sector and local government context.
- Experience of partnership working across organisations, particularly health and social care.
- Knowledge of procurement processes and contract management.
- Excellent analytical, communication, and stakeholder engagement skills.
- Able to lead complex workstreams and deliver measurable outcomes.
