Rotherham Metropolitan Borough Council is looking for a motivated and customer‑focused Capital Works Senior Technical Officer to join our Housing Property Services Team. This is an exciting opportunity to play a key role in delivering investment and refurbishment programmes across approximately 20,000 council homes.

About the Role

The Housing Property Services Team is responsible for ensuring council homes are safe, compliant, well‑maintained and fit for the future. Working within a fast‑paced and rewarding environment, you will support the delivery of housing capital investment programmes and act as a key liaison between frontline teams and senior management.

  • Support the delivery of capital investment and refurbishment programmes
  • Carry out technical inspections, surveys and post‑inspections
  • Diagnose building defects and prepare specifications and schedules of work
  • Monitor contractor performance, quality and programme delivery
  • Ensure compliance with building safety legislation and statutory requirements
  • Respond to customer enquiries and technical queries professionally
  • Contribute to service improvements and performance monitoring

About You

We are seeking someone with:

  • Strong technical knowledge of building construction, maintenance and common defects
  • Experience delivering or supporting housing capital works programmes
  • Knowledge of compliance, building safety and relevant housing legislation
  • Experience preparing specifications and undertaking quality assurance inspections
  • Experience managing contractor performance and monitoring KPIs
  • Excellent communication and stakeholder management skills
  • The ability to interpret technical information and provide practical solutions
