Room to Read is seeking a senior consultant to design a portfolio-wide cost and cost-effectiveness framework and an RCT-based cost-effectiveness study for our literacy programs. This is a focused, technical role centered on applied analysis that informs decisions. Study implementation is not included but may follow as a contract extension.
Deliverables
- Build a standardized cost analysis framework across programs and countries
- Assess alignment between cost data and program outcomes
- Define cost allocation and comparability rules (e.g., cost per beneficiary, cost per outcome)
- Design a cost-effectiveness study, including:
- Study design and unit of randomization
- Outcome measures and power/sample size
- Costing methodology and analytical approach
Qualifications
- Direct experience with cost-effectiveness analysis in education programs (LMICs)
- Experience designing and leading RCTs or experimental evaluations
- Ability to connect cost data to program outcomes in a defensible way
- Track record producing clear, decision-useful outputs
- Experience working across research, program, and finance teams
- Full professional proficiency in written and spoken English
Minimum Requirement (please read before applying)
- You must meet both of the following:
- Led or co-led at least one RCT or experimental evaluation (design phase or beyond)
- Conducted cost-effectiveness or cost analysis for an education program
