Location: Derby

Responsibilities

  • Lead a team of Project Engineers accountable for ensuring key capital projects follow correct design technical approval, financial and programme management processes and reviews.
  • Scope includes Production, NPI and MRO engine and Rig Test facilities and SPTE equipment across M&TE UK sites (Bristol, Derby & Solihull), generally large, multi‑discipline integration activities.

Key Activities

  • Coaching and managing a team of 11 Project Engineers across Derby and Bristol sites ensuring alignment of Design and PMO process across businesses.
  • Ensure functional alignment of other teams across Derby and Solihull to deliver a wider portfolio of technical projects within the defined process.
  • Work with company associate fellows from multiple specialisms to define, develop and deploy test technology / capability road maps to create a long‑term investment plan to facilitate delivery of these strategies.
  • Financial control: plan, monitor and report on spend for all test capability projects; manage and maintain a 5‑year plan and annual refresh for the “Test capability” work stream.
  • Coach team to prepare and support appropriate reviews of financial scheme submissions, presenting technical and financial justification for investment programmes.
  • Work with M&TE UK engineering teams to develop solution costings.
  • Produce metrics on cost and delivery.
  • Maintain milestone plan.
  • Deploy and maintain Project Management gold standard on all test capability investments.
  • Maintain technical governance on projects.
  • Accountable for effective deployment of design review process on all appropriate test capability projects.
  • Chair Project Review Meetings to effectively escalate technical or programmatic issues.
  • PMO interface for funding and technical resource coordination.
  • Maintain resourcing plan for workload within the PE team and manage resource demand for the wider M&TE team.
  • Interface with Associate Fellows to drive specialist strategy deployment of the 5YP.
  • Collate and manage T&E first line inputs.
  • Determine the strategic priorities for T&E and champion these programmes.
  • Define and deploy the standard for requirements management within M&TE.
  • Coach project and design engineers in effective deployment of Systems Engineering.
  • Own change control of financial, programme and scope for the Test workstream portfolio.
  • Deliver a solution to effectively monitor tech time bookings against all test workstream activities.
  • Use available tools to develop a solution for mid- and long-term resource planning.
  • Embed a structured approach to understanding and initiating defence programme test capability requirements.

Key Accountabilities

  • Lead, engage and develop assigned personnel to become suitably qualified and experienced (SQEP) to meet current and future business requirements.
  • Include leadership of other managers including assigned specialists.
  • Deploy or align assigned staff to agreed work packages and lead/ provide the delivery and approval of technical activities within their functional accountability.
  • Include multiple work packages across divisional areas within the group.
  • Play an active role in load/capacity planning for the assigned team and work with the wider function to ensure suitable SQEP are available to complete programme deliverables.
  • Engage third parties such as Managed Service Providers (MSP’s) in line with agreed Do/Buy.
  • Be accountable for SQCDP (Safety, Quality, Cost, Delivery, People) measures and performance for the aligned capability group.
  • Lead and be accountable for the appropriate section of the Engineering strategy and drive this to completion supported by functional leadership.
  • Ensure compliance to process throughout the life cycle activity for the assigned team, including any third parties/MSP’s working on behalf of the area.
  • Ensure that world‑class rules, tools and methods are developed and utilised effectively across the group for the accountable domain, focusing on greater automation, digital tools and lean processes to drive efficiency.
  • Drive and support the transition to model‑based reusable product lines at system, product system and component level.
  • Champion the adoption of Agile Scrum delivery methods where applicable.
  • Own performance and reward management, HS&E, export and security clearance for assigned personnel, including specialist and leadership development.
  • Interface into Defence and Civil for new projects, help gather requirements to identify test capability gaps and launch subsequent projects.

  • Sound engineering judgement and knowledge of the sector, customers and programmes.
  • Experience providing technical and professional leadership to a team of engineers and other management level personnel.
