Great ideas come from different minds. That’s why we bring together engineers, scientists, analysts, and creatives from every background — and give them the trust, tools, and freedom to make a difference. What connects us is the mission: solving meaningful problems and building capability that protects what matters most.

And as the challenges evolve, so do we — working on the technologies that will shape tomorrow, not just today.

Project Manager - National Security

The Opportunity

The Project Manager role is a key delivery role, reporting to a Portfolio Manager within the Diffuse Account in the Global Services Delivery Unit (DU). The role is responsible for leading the successful delivery of projects or defined workstreams, ensuring that scope, schedule, cost, quality, risk and stakeholder expectations are effectively managed throughout the project lifecycle.

Primary Job Purpose

As a Project Manager you will be responsible for establishing, planning, managing, delivering and controlling projects in line with the project management grading framework and organisational governance. You will lead project teams, coordinate internal and external stakeholders, and ensure delivery is aligned to agreed business objectives, customer requirements, contractual obligations and quality standards.

The role requires strong leadership, organisation and decision-making capability, with the ability to manage competing priorities, evaluate risk, and take appropriate corrective action to maintain delivery performance. You will achieve success by applying suitable project management methods, tools and controls, while contributing to the development of delivery capability and supporting the growth of less experienced colleagues.

Enabling the business to:

  • Deliver projects and contracts to agreed schedule, cost, scope and quality targets.
  • Build and maintain trusted relationships with customers, subcontractors, partners and internal business functions.
  • Mobilise projects effectively and maintain delivery momentum through appropriate planning, governance and oversight.
  • Identify, assess and manage risks, issues, dependencies and change in support of successful bid and project delivery.
  • Report and forecast accurately against milestones, budgets and key performance measures.
  • Contribute to continuous improvement in project delivery capability, governance and ways of working.

Key Responsibilities

  • Define, maintain and deliver project plans, schedules, milestones, budgets and resource requirements for assigned projects or workstreams.
  • Lead project teams to deliver agreed outcomes, assigning and coordinating work to meet scope, schedule, cost and quality objectives.
  • Select and apply appropriate project management methods, controls and governance arrangements to suit the project context and lifecycle.
  • Manage project progress against baseline plans, taking corrective action where needed and escalating where delivery objectives are at risk.
  • Actively manage risks, issues, assumptions, dependencies and change control processes, ensuring timely review and decision-making.
  • Prepare and maintain high-quality project documentation and reporting, including status reports, governance packs, financial updates, forecasts and decision logs.
  • Build effective working relationships with customers, suppliers, subcontractors and internal stakeholders, managing expectations and supporting strong delivery performance.
  • Manage project finances, including budget tracking, forecasting, purchase activity and support to commercial and procurement processes where required.
  • Lead project meetings, reviews and governance forums, ensuring clear actions, decisions and reporting are maintained.
  • Ensure project artefacts and deliverables comply with organisational standards, governance requirements and Roke’s QMS.
  • Support bid and mobilisation activity by contributing project management input to estimates, plans, risk assessments and delivery approaches.
  • Contribute to continuous improvement activity, lessons learned, and the development of project management capability across the function.
  • Provide support, guidance and day-to-day direction to junior project staff and team members where appropriate.

Qualifications

  • Educated to degree level, or equivalent practical experience, in a relevant discipline such as project management, business, engineering, science or technology.
  • Recognised project management qualification such as APM PFQ, PRINCE2 Foundation, AgilePM Foundation, or equivalent.
  • Practitioner-level project management qualification such as APM PMQ, PRINCE2 Practitioner, AgilePM Practitioner, or equivalent.
  • Membership of a recognised professional body such as APM, or evidence of continued professional development in project delivery.

Knowledge, Skills & Experience

  • Good working knowledge of project management principles, governance, lifecycle models, planning, budgeting, risk and issue management, change control, reporting and quality management.
  • Demonstrable experience of delivering firm price and time and materials projects to successful completion, meeting agreed time, cost and quality objectives.
  • Experience of leading projects or defined workstreams, with accountability for delivery against time, cost, scope and quality targets.
  • Strong planning and organisational skills, with the ability to analyse information, establish priorities, manage competing demands and maintain delivery momentum.
  • Strong written and verbal communication skills, with the ability to tailor information to different audiences and provide clear, timely and accurate reporting.
  • Strong stakeholder management and interpersonal skills, with the ability to build effective working relationships across project teams, business functions, customers, suppliers and partners.
  • Ability to identify, assess and manage project risks, issues, dependencies and change, taking corrective action and escalating where appropriate.
  • Experience of managing or supporting project budgets, forecasts, procurement activity and commercial considerations within a controlled environment.
  • Ability to lead cross-functional teams and foster effective collaboration to achieve agreed project outcomes.
  • Competent in Microsoft 365 and able to use project planning, tracking, collaboration and document management tools effectively.
  • Experience of working within a governed, quality-driven, technical or delivery-led environment, with an understanding of organisational standards and compliance expectations.
