About the Role
Rochdale Borough Council is seeking a Service Manager - Operational Development and Transformation to support the effective delivery, improvement and transformation of Environmental Management services. This role has a strong focus on operational development, service improvement and project delivery. You will be responsible for managing an internal project team delivering improvement, capital and township-commissioned projects across parks, play areas, public realm and open spaces, alongside supporting wider transformation activity across the service. The postholder will play a key role in strengthening structures, improving consistency, and ensuring projects and improvement initiatives are delivered effectively and embedded into day-to-day operations.
Key Responsibilities
- Lead operational development and transformation activity across Environmental Management services
- Manage and lead the internal project team responsible for delivering projects across parks, play areas, open spaces and the public realm
- Ensure the effective planning, coordination and delivery of capital, revenue and township-commissioned projects, including new playgrounds and park improvements
- Provide clear direction, performance management and support to the project team to ensure projects are delivered safely, on time, within budget and to agreed quality standards
- Work closely with Township Committees, service managers and other stakeholders to scope, prioritise and deliver locally commissioned projects
- Ensure effective handover of completed projects into operational management and business-as-usual service delivery
- Support service managers to improve performance management, assurance and consistency of delivery
- Lead and contribute to service reviews, improvement plans and transformation projects
- Use performance data and operational insight to identify improvement opportunities
- Work collaboratively with colleagues, partners and trade unions to support service change
- Contribute to business planning, workforce planning and financial sustainability activity
What We’re Looking For
We are looking for a manager with experience of operational development, transformation and project delivery within a complex service environment. You will have:
- Experience of managing operational development, service improvement or transformation activity
- Experience of managing teams responsible for delivering operational, capital or improvement projects
- An understanding of performance management, assurance and improvement in an operational environment
- Experience of working with managers and frontline services to implement change
- The ability to analyse information and use data to support decision-making
- Strong organisational, communication and leadership skills
- A commitment to continuous improvement and public service values
