Rochdale's Integrated Commissioning Directorate is growing, and we are recruiting Commissioning Managers to help deliver our ambitious transformation across Adult Social Care.
With increased capacity, new structures, and a clear commissioning strategy now in place, this is an exciting time to join us. Through our Empowering People in Changing Lives (EPIC) programme and our life-course approach to commissioning, you will play a key role in strengthening prevention, improving quality, and designing person-centred support that promotes independence, dignity and wellbeing.
We are recruiting to the following roles:
- Commissioning Manager - Working Age Adults (18-65)
- You will lead commissioning, market shaping and service development across working age adults, covering areas such as mental health, learning disability, autism and neurodiversity, complex needs, supported living, employment pathways, and independence-focused support.
- Key responsibilities include:
- Developing commissioning plans and market shaping actions aligned to the needs of working age adults.
- Leading quality improvement, contract oversight and market sustainability planning.
- Building strong provider and partner relationships to support resilient, high-quality services.
- Using data, intelligence and input from people with lived experience to identify gaps and shape integrated, person-centred pathways.
- You will lead commissioning and service development for older adults, with a strong focus on prevention, early intervention and frailty pathways. The role spans community support, reablement, homecare, residential and nursing care, dementia services, carer support and intermediate care.
- Key responsibilities include:
- Developing commissioning plans informed by the needs of older people and those ageing with complexity.
- Strengthening prevention and early intervention across neighbourhoods.
- Driving quality improvement and sustainable provision across the care market.
- Using intelligence to identify trends and opportunities within frailty, dementia and ageing well pathways.
- You will lead the design, testing and delivery of innovative approaches to care, helping shape a sustainable, forward-looking market. This includes technology-enabled support, preventative models, strengths-based approaches, and community-based alternatives.
- Key responsibilities include:
- Designing and piloting new models of care informed by data, engagement and evaluation.
- Leading market shaping and co-design with providers to develop future-focused service models.
- Overseeing quality, performance and contract management in relevant service areas.
- Supporting transformation aligned with GM priorities and national reform.

- You will bring experience in Adult Social Care commissioning or a related field.
- Strong skills in market development, contract management, quality improvement and partnership working.
- Confidence in analysing intelligence and leading change.
- The ability to manage complex priorities and work collaboratively across systems.
