Rochdale Borough Council is seeking a highly motivated and proactive Waste Crime Investigation Officer to lead the fight against fly‑tipping and environmental crime across the borough. This is a key operational role with a strong focus on rigorous investigation, visible enforcement, and partnership working, making a direct and measurable difference to the cleanliness, safety, and environmental quality of our communities.

About the Role

You will play a central role in delivering the Council’s response to fly‑tipping and household waste offences, leading complex investigations and taking decisive enforcement action. Working across the borough, you will identify offenders, gather evidence, and build high‑quality prosecution cases while also developing strong relationships with partners and communities to prevent environmental crime. The role involves a strong emphasis on proactive enforcement, including:

  • Planning and delivering targeted enforcement activity in hotspot areas
  • Maximising the use of mobile CCTV and surveillance opportunities
  • Taking swift and effective enforcement action including FPNs, notices, and prosecutions
  • Supporting the ongoing development of fly‑tipping strategy and operational approaches

You will work closely with internal departments, partners such as Greater Manchester Police, the Environment Agency, housing providers, and local communities to disrupt and reduce waste crime.

About You

We’re looking for someone who:

  • Has experience in enforcement, investigation, or regulatory roles
  • Can conduct thorough investigations, gather evidence, and prepare prosecution cases
  • Is confident in taking formal enforcement action and attending court
  • Is proactive, resilient, and outcome‑focused, with the ability to work independently
  • Can build strong working relationships with partners, stakeholders, and communities
  • Has experience, or a strong interest in, CCTV and surveillance deployment
  • Communicates effectively with residents, partners, and elected Members

A full driving licence and willingness to work flexibly, including evenings and out‑of‑hours enforcement activity, are essential.
