Rochdale Borough Council is seeking an exceptional leader to take on the role of Executive Lead for Neighbourhood Health & Care. This is a pivotal system-wide leadership role at the heart of integrated health and care transformation.

This is a unique opportunity to drive a step change in how services are designed and delivered locally, bringing partners together to improve outcomes, tackle inequalities, and embed prevention and early intervention at scale.

About the Role

As Executive Lead, you will provide strategic and operational leadership across the whole system, working across the NHS, local authority, and voluntary and community sector to design and deliver neighbourhood-based models of care. Local knowledge and experience of working in or with these partners would be an advantage.

You Will

  • Act as the senior system leader and champion for neighbourhood working across the borough.
  • Lead the design and delivery of integrated, person-centred, community-based services that improve health outcomes and reduce inequalities.
  • Build and sustain strong partnerships across primary care, community services, social care, housing, and VCSE partners.
  • Drive transformation programmes, ensuring measurable improvements in access, quality, and population health.
  • Shape how resources are aligned and deployed to shift investment towards prevention and early intervention.

This role is critical to delivering a more coherent, integrated and sustainable system, moving beyond fragmented approaches to truly neighbourhood-based care.

The role has been created to provide the leadership capacity needed to:

  • Align system partners and reduce fragmentation.
  • Improve outcomes for residents through earlier intervention and coordinated care.
  • Deliver financial sustainability through prevention-led approaches.
  • Strengthen community engagement and co-production.
  • Accelerate delivery of integrated care and neighbourhood health priorities.

We Are Looking For

  • Significant senior/executive leadership experience in health, social care, local government or integrated systems.
  • A strong track record of delivering complex, multiple-partner transformation programmes.
  • Experience of developing neighbourhood or place-based models of care.
  • Deep understanding of population health, prevention and health inequalities.
  • The ability to influence, align and lead across organisational boundaries without direct authority.

You will be an excellent communicator and relationship builder, able to work confidently with executive leaders, clinicians, elected members, and communities.
