If so, Rochdale Borough Council is looking for enthusiastic, proactive and skilled Commissioning Officers to join our expanding Commissioning Team. As we continue to strengthen our commissioning function across Working Age Adults, Living & Ageing Well, and New Models of Care, these roles will play a vital part in delivering our vision for a sustainable, high quality and future focused social care system.
About the Role
As a Commissioning Officer, you will contribute to the delivery of our commissioning priorities through effective market shaping, service development, quality assurance and contract oversight. Working within the full commissioning cycle, analyse, plan, do, review, you will:
- Support the review, development and sustainability of the adult social care market, shaping services to meet current and future needs.
- Gather, interpret and use market intelligence to inform commissioning decisions and service.
- Lead on service reviews, improvement planning, and the development of innovative options and solutions, including technology enabled care where relevant.
- Undertake cost modelling, negotiate contract pricing and ensure services deliver value for money.
- Contribute to procurement activity, tenders and provider engagement, supporting the commissioning cycle from end to end.
- Work with providers to embed continuous improvement, drive quality and ensure safe, effective service delivery.
- Lead contract management, quality assurance processes and KPI/outcomes monitoring.
- Build strong and positive relationships with providers, partners, internal teams and people who draw on care and support.
- Support the development of new models of care and innovative practice across health and care.
These roles contribute directly to the delivery of our Commissioning Strategy, supporting sustainable markets, high quality provision, and improved outcomes for residents.
What We’re Looking For
We are seeking people who bring:
- Experience of commissioning, contract management or market development within adult social care or a related sector.
- Strong communication and negotiation skills, with the ability to engage confidently with providers, partners and stakeholders.
- Ability to analyse data, apply intelligence and support needs assessments and service reviews.
- An understanding of value for money, cost modelling or financial stewardship within commissioned services.
- Experience of working with a range of people, organisations or teams.
- A structured, organised approach with the ability to manage multiple priorities in a fast paced environment.
- Commitment to coproduction, listening to lived experience and embedding strengths based, person centred approaches.
- A collaborative mindset, curiosity and willingness to support innovation and transformation.

Attendance at meetings, conferences or other events out of hours may be required on occasion. The post holder will be expected to undertake a certain amount of travelling in the course of their duties.
