Your new role

MAIN PURPOSE OF THE JOB: The role holder will provide effective and proactive commercial support to the RFM business, which may include the Contract and Operational Teams, the Project Teams, the Business Development and Bid Team, and the wider Commercial and Lifecycle team in accordance with the needs of the business and the business plan.

DUTIES:

  • Supporting on the creation, development and operation of all commercial reporting, governance, and related activities in line with the contract requirements (both PFI and commercial contracts) but taking the lead on CCS Framework contracts.
  • Providing first line commercial support to the Operational teams on the CCS Framework Contracts, including resolution of contractual / commercial queries, ownership of Commercial Variations processes (ensuring internal governance procedures are followed at all times) and support with Finance processes and application for payment and invoicing.
  • Working in conjunction with the Regional Commercial Managers or Contract/Project Commercial Managers on the early identification of risk or opportunity and supporting the teams to mitigate or resolve these matters.
  • Delivering commercial improvement across the business by acting as a commercial support for Operations and Finance.
  • Supporting the projects and procurement teams to optimise RFM’s performance on the contracts.
  • Ownership of the Contract Compliance Review process, including developing and carrying out of all audits, improvement plans and monitoring / reporting on same.
  • Effective and appropriate escalation of risk items to the RCM / CD as appropriate.
  • Deputise for the RCM at regional meetings, where required.

Commercial Management:

  • Operate as the ‘first line’ commercial resource for the CCS Contracts and English regional business, as directed.
  • Provide effective support to the Contract Managers or Finance Managers on large scale commercial contracts.
  • Manage and update the regional commercial risk and opportunity registers.
  • Drive commercial performance (across the business and at individual project level) by continually reviewing areas for improvement.
  • Supporting regional contract teams in the application of their contracts, specifically focusing on Defects, Deductions, Paymech, Performance obligations and reporting.
  • Attendance at Operational meetings as the commercial representative.
  • Identify and share areas of best practice from the wider FM industry and within RFM.
  • Ensure the business is commercially resilient to external threat.

Commercial Improvement:

  • Support all the contracts on commercial improvement activity.
  • Undertake planned contract compliance and commercial health check reviews to develop commercial acumen across the contract.
  • Deliver a risk-based approach to commercial improvement, reviewing the risk landscape regularly.
  • Deliver training to the Contract and Client teams on a regular basis, addressing specific issues of risk and compliance.
  • Carry out regular reviews of contract and projects with a view to developing new opportunities / service lines offering added value to client and improving margin where possible.
  • Document management and maintain Commercial processes in collaboration with commercial colleagues.

SKILLS AND QUALIFICATIONS:

  • Educated to Degree standard (preferably Law, Business, Quantity Surveying or similar), OR Significant demonstrable relevant industry experience.
  • Extensive experience of working within a commercial FM environment.
  • In depth knowledge and experience of contracting and contract processes, including NEC3/4 or Crown Commercial Service Framework.
  • Experience at providing operational commercial services (e.g., applications and reporting, for example: monthly, early warning, compensation events, and Contract variation reporting).
  • Proven ability to produce detailed and complex reports for internal and external parties.
  • Client facing experience (e.g. monthly meetings).
  • High degree of numeracy and literacy.

Desirable:

  • Recognised Health and Safety qualification.
  • Projects experience, including managing low, medium, and high value changes, and establishing and monitoring related appointments.
  • Demonstrable experience and understanding of PFI contracts and contracting structures and operational challenges.
  • Procurement and/or Subcontracting experience.
  • Experience on the SPV / Client / Contractor side.
