The difference you will make as anRegional Property Manager

You will manage the delivery of the Building Safety Inspection service, leading and managing a team of Property Managers. Act as the nominated Regional Property Manager for a number of mixed tenure shared spaces within a designated geographical patch, managing the property inspections to identify and respond to defects, prioritising and ensuring actions are undertaken in a timely manner by removing hazards and ensuring any installed equipment is operational to ensure people are safe and the building is working effectively.

You will improve our services and provide focus on the safe homes and clean and well-maintained shared spaces., in accordance with Tenant Satisfaction measures and Riverside standards.

As well as ensuring we meet our statutory or regulatory requirements and enable effective defence of any liability claims and to provide a due diligent defence against a claim for breaches. You will be required to undertake regular property inspections of our high-risk buildings, the role will be a mix of site and office/home based

About you

We are looking for someone who has:

  • Minimum of 2 – 3 years experience of undertaking Building Safety inspections or property management function to a number of mixed tenure shared spaces within a designated geographical patch
  • NEBOSH (National Examination Board in Occupational Safety and Health) Fire Certificate/Diploma or Certified in Applied Fire Risk Assessment (previously FRA (Fire Risk Assessment) and Fire Safety Management) or equivalent with ability to meet the proposed Accountable person role competence requirements under the Building Safety Act.
  • Hold or be willing to consider development role – NEBOSH Fire Certificate/Diploma or Certified in Applied Fire Risk Assessment (previously FRA and Fire Safety Management) or EQF level 3-4 . Level 4 Diploma in Fire Safety or equivalent, ASFP Level 3 in Passive Fire Protection or equivalent
  • Valid UK driving licence.

Role Profile

  • Management of team of Property Managers who will manage a number of properties within a designated geographical patch and provide operational support and cover to other colleagues across group portfolio.
  • Lead, motivate and engage with your team to ensure the delivery of an effective Property management service, providing direction and clarification of team objectives to ensure the effective delivery of the Building Safety management plan.
  • Manage the performance and development of your team, providing expertise, coaching and other developmental support as required, ensuring a quality service is provided and under performance is dealt with appropriately.
  • Manage escalated building safety risks/concerns from Property Managers within set timescales, and using agreed reporting tools, to enable remedial action to be carried out to mitigate risks identified. Escalate any property management risks/concerns to Senior Building Manager / Compliance Risk Managers, Quality Assurance Team within set timescales, and using agreed reporting tools, to enable remedial action to be carried out to mitigate risks identified. Including liaison with internal and external stakeholders and residents colleagues to resolve communal issues while delivering excellent customer service, ensuring high rates of satisfaction to minimise complaints and obtain a basic understanding of service charge budgets and explain these to customers.
  • Oversee planning and execution of day-to-day operations, maintenance and manage a program of property inspections to identify defects, prioritise their action and ensure action is undertaken in an agreed / appropriate timescales), removing hazards and ensuring any installed equipment to protect people safety or the building is working correctly to a range of Group properties.
  • Manage and track any Safety Escalations, this may include any out of service fire safety equipment, lifting equipment and Interference with Goods Act 1977 (TORT) items.
  • Completion of dynamic risk assessment of buildings to determine the appropriate risk level and frequency of inspection, including data & information collection.
  • Management of any serious incidents / property management systems failures, attending site as required.
  • Undertake Property inspections & functional / operational safety checks to high risk buildings. to ensure installed equipment is in full working order to maintain compliance with risk and health and safety protocols, and record outcomes of inspections and functional/operational checks, assess any hazards and determine the appropriate action and timescale to mitigate any risks.
  • Proactively manage our approach to the management of shared spaces including ensuring work carried out on our properties are completed to an acceptable standard, (Cost & quality of the services), including communal repairs, grounds maintenance and communal cleaning and other service contracts.
  • Co-ordinate and quality assure the delivery of a range of planned, cyclical and responsive maintenance from the wider Asset Services Team, to ensure compliance with health and safety and ensure property safety is not compromised and archived records are maintained.
    Maintain accurate records using appropriate systems, ensuring the integrity and quality of property managementinspection data, to enable regular analysis to be carried out and reporting to be completed as required, including progress against key performance indicators.
  • Provide on-site supervision of works, including work in progress visits, issuing permits to work and post inspect the quality of completed fire remedial works to high-risk buildings and provide detailed reports, photographs and information to retain within digital records.
  • Undertake desktop assessments, review inspection and repair building “hotspots” and site-based quality audits on completed building safety inspections undertaken by internal staff or external consultants, or completed works, to assess compliance with standards, and provide feedback and training to and oversee quality assurance activity including planning and monitoring inspections and desktop and site-based audits, ensuring audit outcomes and remedial actions are progressed as required.
  • Engage with customers and maintain effective customer and leaseholder engagement / communications for each property, ensuring customers have an effective “voice” in relation to building safety including provision of information, attending scheme consultations for building works etc and accompany Building Safety Managers (BSM’s) to customer engagement events to provide an overview of the performance of a given property and discuss any customer concerns.
  • To effectively engage with the Building Safety Regulator, Fire and Rescue Services and Local Authorities, as required.
  • Support the Senior Building Manager to maintain “on site” safety case(s) and digital property files / Building Information Management systems collating evidence of the properties fire safety strategy, structural, planned, cyclical compliance and responsive maintenance information, component warranties and guarantees, health and safety files, etc
  • Contribute to the continuous improvement of processes and procedures.
  • Respond flexibly to any necessary changes in work priorities and undertake other duties when required to support the effective operation of the service.

  • Good understanding of risk management, property management and having related experience / training of property compliance including water hygiene, gas safety, electrical safety, asbestos and possessing or working towards P402 (Asbestos), P901 (Legionella Management), NEBOSH Certificate or equivalent qualifications.
  • Valid UK driving licence.
  • Effective stakeholder management, both internally and external to the organisation.
  • Proficient in the use of IT systems including MS Office and Outlook.
  • Evidence of accurately reviewing, collating, and recording a variety of data for meaningful analysis.
  • Excellent attention to detail with the ability to work under pressure, deliver to strict deadlines and manage conflicting priorities.
  • Knowledge of Fire & Building / Structural Safety within Social Housing, including government and industry guidance, British Standards, building regulations and the requirements of Fire Safety Order 2005 (RRO), Fire Safety Bill 2020.
  • HNC Building Studies or other equivalent asset maintenance qualification and / or Building safety/compliance inspection or health and safety qualification.
  • Level 3 Associate Course and Exam in Leasehold Management
  • Membership of Third Party Accreditation Scheme ., institute of fire engineers MIFE or equivalent.
  • Experience of successfully undertaking the role of Building / Compliance Inspector, Compliance Officer, or Fire Safety Assessor within a similar organisation.
  • Knowledge of Compliance Information and Communications Technology (ICT) systems including Housing Management Systems . Academy/Open Housing management, C365 andCapita systems.
  • Experience in the use of handheld tablet devices.
  • Organised with the ability to plan and prioritise work against deadlines
