We are seeking an experienced and motivated Operations Manager to lead our Capital Planned Works function. This is a key role responsible for delivering high quality planned maintenance across the Surrey network, ensuring safety, service excellence and strong stakeholder relationships.
As Operations Manager, you will oversee the development and delivery of planned works in line with business plans, contractual requirements and safety obligations. You will manage teams, budgets and programmes to achieve high performance, while driving improvements in quality, sustainability and customer satisfaction. The role also represents the Highway Service in meetings with Surrey County Council and other stakeholders.
Key Responsibilities- Manage planned works operations in line with business plans and budget requirements
- Oversee programme delivery to ensure effective workload management and service excellence
- Lead on health, safety and environmental performance across planned works
- Develop and improve operational plans, processes and strategies
- Represent the service in meetings with Surrey County Council and stakeholder groups
- Monitor client satisfaction and drive continuous quality improvements
- Ensure compliance with company and authority policies, standards and procedures
- Oversee risk assessments, method statements and safe systems of work
- Manage resources, equipment and teams to meet contractual performance targets
- Support recruitment, training, staff morale and development of self-delivery workstreams
- Extensive experience delivering planned maintenance works in a local authority environment
- Strong budget management and cost control capability
- Proven experience leading teams and managing subcontractors
- Strong understanding of health, safety and statutory requirements
- Knowledge of highway asset management systems and whole life costing
- Experience improving processes, quality compliance and operational performance
- Excellent communication, organisational and time management skills
- Ability to meet deadlines and work with minimal supervision
- Strong experience in highway construction management or related activities
- Positive, hands on leadership style with a commitment to collaboration and continual improvement
