Ringway Infrastructure Services (RIS) are 2 years into a 12-year Term Service Contract (NEC 4) with Milton Keynes City Council to supply Maintenance and Response Services. The contract covers 1,526 km of local highways, including 141 km A‑roads, 63 km B‑roads, 421 km C‑roads, 901 km of Unclassified roads, 1,135 km footways, 346 km dedicated cycleways and over 1 Mm² of verges, as well as 763 bridges and structures, 54,400 streetlights, 41 traffic signals, 72,000 drainage assets and 114,000 trees. RIS undertakes routine, reactive and cyclical maintenance, emergency response, winter and abnormal weather operations, and delivers major maintenance and capital improvement projects such as drainage schemes, highway and junction improvements, public realm projects, traffic management, and electrical asset maintenance.
Duties
- Manage subcontract accounts proactively to ensure timely payment notifications and agreement of final accounts.
- Apply measuring methods to accurately quantify works from as‑built data and site records.
- Price works and compensation events using first‑principle techniques.
- Attend progress and commercial meetings with clients, supply‑chain partners, and RIS colleagues.
- Work closely with operations and external supply chain to provide valuation evidence and resolve client queries.
- Identify risks and opportunities over the contract life and collaborate with the commercial team to manage them.
- Administer the NEC 4 TSC contract with options A, C and E using CEMAR.
Person Specification
- Minimum HND/HNC in Quantity Surveying or Civil Engineering (or equivalent experience).
- Five or more years of construction industry experience on major projects valued £500 k–£5 m.
- Experience managing valuations, payment applications and variations.
- Proficiency in first‑principle pricing.
- Experience with NEC 4 (options A, C, E).
- Strong Excel skills for data analysis.
- Ability to work independently and know when to raise issues.
- Team player with collaborative communication skills.
- Attention to detail.
