Job Summary:
The Intermediate Quantity Surveyor, working as part of a high-performing commercial team, you will take responsibility for the commercial aspects of residential projects from procurement and pre-construction through to final account. You will work closely with the Senior QS, site team, subcontractors, consultants and client representatives. The Intermediate QS will process all day-to-day cost-related aspects of high-end, bespoke residential construction projects, including tender and procurement processes, tender evaluation, placement of orders, subcontract valuations and the preparation of Client valuations and accounts.
Key Responsibilities:
- Review drawings, specifications and schedules.
- Prepare and check quantities and measurements.
- Assist with cost plans and project budgets.
- Review tender returns and subcontractor quotations.
- Carry out tender comparisons and commercial analysis.
- Identify scope gaps, exclusions and potential risks.
- Assist with value engineering proposals.
Subcontract procurement
- Prepare subcontract enquiries and scopes of work.
- Issue tender packages to subcontractors.
- Analyse quotations and negotiate rates.
- Prepare subcontractor recommendation reports.
- Place subcontract orders and/or assist with subcontract agreements.
- Ensure packages are properly scoped to minimise variations and disputes.
Commercial management
- Maintain the project cost/value reconciliation (CVR) .
- Monitor committed costs against the approved budget.
- Prepare monthly cost reports and forecasts.
- Track cost to complete and anticipated final cost.
- Identify commercial risks and opportunities.
- Monitor cash flow and expenditure profiles.
- Report commercial performance to the Senior QS/Commercial Manager.
Subcontractor account management
- Review subcontractor applications for payment.
- Measure and value completed works.
- Agree monthly valuations.
- Assess variations and compensation events where applicable.
- Monitor subcontractor commitments and outstanding orders.
- Prepare and agree subcontractor final accounts.
- Resolve payment and valuation queries.
Client-side commercial management
- Prepare monthly client valuations/applications.
- Maintain valuation backup and supporting documentation.
- Value instructed variations and additional works.
- Maintain the project change register.
- Assist with agreeing variations with the client/QS.
- Monitor the financial impact of client changes.
- Support the Senior QS with final account negotiations.
Prime residential-specific commercial duties
- Manage highly detailed bespoke finishes and specifications .
- Price client changes to kitchens, bathrooms, joinery, stone, MEP, finishes and specialist installations.
- Monitor allowances, provisional sums and design development.
- Track upgrades and bespoke client selections.
- Coordinate commercial information between design, procurement and site teams.
- Ensure expensive finishes and specialist packages are properly measured, procured and cost-controlled.
Contract administration
- Administer the commercial requirements of the relevant JCT contract.
- Maintain notices, instructions and contractual records.
- Review subcontract conditions.
- Assist with extensions of time, loss and expense and other contractual matters.
- Maintain an auditable record of changes and commercial correspondence.
- Escalate significant contractual risks to the Senior QS/Commercial Manager.
- Regularly visit site and understand progress against the programme.
- Measure works completed.
- Check that costs correspond with actual progress.
- Work with the Site Manager/Project Manager to identify potential overspends.
- Monitor labour, plant, materials and subcontractor costs where applicable.
- Challenge unnecessary expenditure.
Final accounts
- Prepare subcontractor final accounts.
- Agree variations and outstanding commercial matters.
- Reconcile the final account against the original order.
- Prepare supporting documentation for client final accounts.
- Close out outstanding purchase orders and commitments.
Commercial reporting & governance
- Produce monthly reports for senior management.
- Maintain procurement schedules and package trackers.
- Update risk and opportunity registers.
- Ensure costs and commitments are captured in the company's commercial system.
- Provide accurate forecasting and early warning of potential issues.
