About Us

Are you ready to lead change at the heart of Culture & Leisure services? We’re looking for an Agile Projects & Change Lead to play a pivotal role in turning strategy into action across Richmond and Wandsworth Councils. This is a senior, high-impact role at the centre of a directorate that delivers services shaping residents’ health, wellbeing, culture and community life every day. This role is about driving transformation, embedding new ways of working, and supporting senior leaders to deliver meaningful, sustainable change in a complex political and operational environment.

Objective of the Role

The role is responsible for leading critical change and transformation projects that translate strategic priorities into effective delivery across Culture & Leisure Services. It ensures the directorate meets its strategic and statutory responsibilities by driving innovation, embracing technology, and maintaining best-practice standards. Working closely with senior leaders, the role provides high-quality analysis, reporting, project management, and leadership support, while building strong partnerships to inspire confidence in service impact. A key focus is championing the needs of residents, communities, and cultural organisations, ensuring their voices shape service improvement. The role also oversees the development of transformation strategies, monitors national and local developments to inform planning, leads inspection and review processes, strengthens workforce capability, and delivers a comprehensive Communities of Practice programme.

Essential Qualifications, Skills and Experience

  • Agile Practice and Service Transformation Experience - Significant experience in agile practice, change management and service transformation.
  • Practical Application of Methodologies - Experience applying recognised change and agile methodologies pragmatically.
  • Political Awareness and Professional Conduct - Confidence operating in a political environment with discretion and professionalism.
  • Leadership and Communication Skills - Strong leadership, influencing and communication skills.
  • Analytical and Reporting Expertise - Excellent analytical skills and experience producing high-quality reports.
  • Commitment to Equity and Collaboration - A strong commitment to equity, inclusion and collaboration.
