DIRECTOR OF ADULT SERVICES
Salary: Β£108k
This is a significant opportunity to join a progressive, ambitious and high-performing Council with a clear commitment to delivering excellent outcomes for its communities. Rhondda Cynon Taf serves around 240,000 people across the Rhondda, Cynon and Taf Ely valleys. Our strength lies in a culture that values innovation, collaboration and ambition, creating the conditions for bold ideas and meaningful change to succeed.
With the current Director of Adult Services due to retire at the end of March 2027, we are seeking an exceptional successor to lead the next chapter of adult social care in Rhondda Cynon Taf. This is a pivotal strategic leadership role, with responsibility for ensuring that services continue to protect, support and empower residents, enabling people and communities to live safely, independently and well.
We are proud of what we have achieved, but our ambition is greater still. Rising demand, increasing complexity and sustained financial pressures mean adult social care must continue to transform. The successful candidate will help drive that transformation, bringing clarity, confidence and strategic grip to one of the Council's most important leadership portfolios.
You will be a credible and resilient senior leader, able to operate with authority and judgement in a large and complex organisation. With responsibility for a budget of around Β£139 million and approximately 933 staff, you will lead the full breadth of adult social care services. You will bring a strong background in health or social care, substantial strategic management experience, and a proven record of delivering transformation, improvement and effective partnership working at scale.
We are looking for a visible, inclusive and influential leader who can inspire confidence, build trust and unlock the potential of people and partnerships. You will create a culture where staff feel supported, empowered and focused on solutions, while providing clear, compassionate and decisive leadership through change.
If you have the ambition, values and leadership capability to meet this challenge, this is an outstanding opportunity to make a lasting impact on services, communities and the lives of vulnerable adults across Rhondda Cynon Taf.
The Assessment Interview process will be held on Wednesday 14 th and Thursday 15 th October 2026.
Protecting children and vulnerable adults is a core responsibility of all staff appointed to the Council.
In addition to this safeguarding responsibility, the successful applicant for this role will also be subject to an enhanced disclosure and barring service check.
The Council values diversity in its workforce. We are committed to ensuring that no unlawful discrimination occurs in the recruitment and selection process on the grounds of age, sex, race, disability, sexual orientation, transgender, including those with non-binary identities, religion or belief or pregnancy and maternity. We offer a number of staff networks for employees including the Allies Network, a Disability and Carers Network and Perthyn our LGBTQ+ Network.
An application submitted for this post in Welsh will not be treated less favourably than an application made in English.
As part of the Council's longer term objectives in relation to the Welsh language and its Workforce Planning Strategy, it is committed to a guaranteed interview scheme for Welsh-speakers of Level 3 and above. If you meet the essential criteria as identified in the person specification for the job and are a Welsh-speaker of Level 3 and above, you will be invited to interview if you choose to participate in the scheme.
In support of the Council's voluntary pledge to support the Armed Forces, the recruiter must always be prepared to ensure that applicants who have identified themselves as members of the Armed Forces including Service Leavers, Veterans or Reservists and who meet the essential criteria of the person specification, are offered an interview.
Care Experienced Leavers - Guaranteed Interview Scheme
As part of the Council's corporate parenting role it is committed to supporting its care experienced leavers. This means anyone who has spent time within the care system at any point in their life. We encourage applications from individuals who are care experienced to enable them to access employment, education, experiences and volunteering opportunities.
The Council will guarantee an interview for any care experienced leavers who wish to take part in the scheme who meet the essential criteria for the role.
