RHL is partnering with a leading independent UK operator of bulk liquid storage terminals, managing multiple hazardous sites nationwide. Operating in a highly regulated environment, they have a strong focus on safety, environmental performance and long-term asset integrity. As Project Delivery Manager, you will shape, lead and continuously improve the PMO function, ensuring safe, efficient and compliant delivery of CAPEX projects across several UK terminals. You will manage a multi-disciplinary project delivery team (project managers, project engineers and construction supervisors) and own the portfolio’s financial governance, reporting and long-term planning.
Key responsibilities:- Establish and champion PMO standards, processes and performance frameworks.
- Lead the CAPEX project portfolio, ensuring projects are prioritised, risk-weighted and delivered safely, on time and within budget.
- Manage budgeting and forecasting, including annual and 10-year CAPEX plans.
- Oversee project financials (budgets, actuals, forecasts), working closely with Finance.
- Review and support scopes of work from feasibility through to commissioning and handover.
- Conduct audits on systems, contractors and equipment to maintain compliance and audit readiness.
- Ensure strong communication and alignment between projects, operations, maintenance and terminal management.
- Relevant engineering degree (or equivalent).
- External accreditation with a recognised project management methodology (e.g. PMP, PRINCE2).
- Proven project management experience in oil & gas, petrochemical, chemical or similarly regulated/COMAH environments.
- Track record of managing significant CAPEX budgets across multiple projects.
- Strong stakeholder management and leadership experience.
- Experience with investment submission tools and formal business case governance.
- Background in terminal operations, maintenance and/or OT environments.
Competitive salary plus comprehensive benefits including pension and private healthcare. North East based, commutable to Seal Sands and North Tees, with regular travel to other UK sites. Some out-of-hours/on-call availability required for critical project activities. The role is subject to strict drug and alcohol policies; pre-employment and random testing apply. Ongoing professional development and training are actively supported.
