WHAT WE’RE LOOKING FOR
We are seeking an experienced and commercially astute Senior Quantity Surveyor / Commercial Manager to lead and strengthen the commercial function across a growing portfolio of Net Zero, retrofit, and decarbonisation projects.
Operating within energy efficiency, retrofit, and framework‑led delivery environments, this role will play a critical part in safeguarding margin, improving commercial governance, and supporting sustainable growth.
The successful candidate will act as the link between operational delivery, supply chain, bid teams, and senior leadership — ensuring commercial risk is well managed, cost performance is controlled, and projects are delivered profitably from pre‑contract through to final account.
KEY RESPONSIBILITIES
- Commercial Management & Governance
- Take full commercial responsibility for projects from tender stage through to final account.
- Lead cost control processes including CVRs, valuations, forecasting, and reporting.
- Ensure accurate margin protection, risk identification, and mitigation strategies.
- Oversee cash flow forecasting and commercial performance tracking.
- Complete and review pricing documents for Direct tender submissions.
Provide commercial input and challenge to Bid and Business Development teams.
Review and advise on contract terms, including JCT and bespoke forms of contract.
Support pricing strategy across retrofit and energy efficiency schemes.
- Supply Chain & Procurement
- Manage and review subcontractor and supplier rates.
- Lead competitive pricing exercises and benchmarking activities.
- Drive value engineering initiatives without compromising compliance or delivery.
- Oversee supply chain performance from a commercial perspective.
- Reporting & Systems
- Produce and present monthly CVRs and commercial reports to senior leadership.
- Manage client valuations and applications for payment.
- Utilise commercial management systems such as Live Costs (or similar platforms).
- Ensure commercial data integrity across projects.
- Stakeholder Engagement
- Work closely with operational delivery teams to provide commercial insight.
- Liaise confidently with senior internal stakeholders and external clients.
- Support commercial strategy in a fast‑paced Net Zero and decarbonisation environment.
SKILLS/ QUALIFICATIONS REQUIRED
- Proven experience as a Senior Quantity Surveyor or Commercial Manager.
- Strong background in commercial management across construction, energy, retrofit, or infrastructure projects.
- Experience managing projects from pre‑contract to final account.
- Excellent knowledge of JCT contracts.
- Demonstrable experience producing CVRs, valuations, and cost reporting.
- Strong commercial acumen with the ability to identify and mitigate risk.
- Experience working within framework environments.
- Exposure to Net Zero, decarbonisation, SHDF, ECO, or energy efficiency programmes.
- Experience working alongside Tier 1 contractors.
- Familiarity with commercial software platforms (e. g., Live Costs).
- RICS qualification (or working towards).
- Experience supporting bid teams with pricing and commercial input.
