The Pre-construction Manager reports directly to the Bid Director. The role is wide-ranging across the estimating function and makes a critical contribution to the submission of successful tender bids. The position requires an awareness of the company's Safety, Health, Environmental, and Quality (SHEQ) systems, and duties must be carried out in accordance with the requirements of the SHEQ Management Manual and other related documentation. The Pre-construction Manager must positively represent the company courteously and professionally, promoting a proactive and collaborative approach to good working relationships.
Particular requirements are:
- Reviewing and understanding tenders and PQQ’s as received, including the tender details, scope, and size.
- Listing and allocating duties to other staff members and ensuring that adequate resources are available for participation and subsequent completion of a submission, keeping track of progress during the tender process.
- Oversee, assist, and carry out, where necessary, preparation of tenders with regards in particular to the technical submission and all supporting information, including planning and programming.
- Development of tender presentations for interview as and when required.
- Provide methodologies and programme narratives in line with the programmes produced.
- Assist with the identification and resolution of any technical queries throughout the tender process.
- Support preparation of bills of quantities for civils work, when required.
- Support preparation of drawings for tender bid proposals, when required.
- Attend and present at tender settlement meetings; attend, if required, mid-tender interviews, tender site visits, and post-tender discussions.
- Be the point of contact on a technical level with the Clients team during the tender process.
- Ensure that the requisite records are kept and filed, electronically and in hard copy.
- Ensuring that proper QA procedures are adhered to.
- Be prepared to attend successful tender handover to site staff meetings.
- Identify areas of value engineering, buildability, and cost reduction at tender stage to enable successful submissions.
- Carry out design coordination during the tender phase of a project and, where required, support the construction team to complete the required design during the construction phase.
- Coordinate and monitor designers to produce economical tender designs and fees.
- Manage and monitor the production of drawings/technical responses/other documentation as may be required by company staff and designers for external distribution to ensure that a consistent image is presented.
- Identify areas of risk and opportunity associated with specific projects, and work with other members of the submissions team to ensure these are considered within the tender process.
- Maintain a working awareness of estimating processes, prices, and general requirements.
- Be aware of the company's Health and Safety at Work procedures and to ensure their application as they relate to your areas of responsibility.
- Attend specific training courses arranged by the company.
- Carry out such duties which may be ascribed to the post from time to time.
