The Authorising Engineer, who can be based from home, will serve as an independent professional advisor, overseeing compliance with statutory regulations and safety rules across engineering disciplines. Acting as a Subject Matter Expert, the Authorising Engineer will drive safe systems of work, assess and audit operational teams, and provide guidance across the design, operation, and maintenance of engineering systems. The role demands robust technical knowledge, stakeholder engagement, and leadership across engineering governance. This role involves delivering technical assurance and support across various estates, ensuring engineering activities meet legal and procedural requirements. The Authorising Engineer will influence safe practices without direct authority, advise across stakeholder groups, and implement auditing and review procedures to uphold best practice. The individual will be a focal point for assurance, strategy, and continuous improvement in the assigned field of expertise.

Key Responsibilities:

  • Implement, administer, and audit Safety Rules and Procedures (SRPs) for the engineering discipline.
  • Conduct formal assessments of Authorised Persons (APs) every three years, including suitability reviews, training verification, and operational competence.
  • Maintain a register of APs and issue valid certification.
  • Recommend appointments, suspensions, or cancellations of APs as appropriate.
  • Perform informal AP assessments during audits and prepare corresponding reports.
  • Audit AP performance annually and review system operations across sites.
  • Lead investigations into incidents involving engineering systems and issue technical advice accordingly.
  • Review engineering systems to identify risks, concerns, and areas for improvement.
  • Develop and update safe systems of work and advise on deviations or amendments to SRPs.
  • Liaise with management on deficiencies affecting safe service delivery.
  • Provide guidance on maintenance standards and technical procedures.
  • Assist in drafting specifications for new or upgraded systems.
  • Deliver training, mentoring, and technical coaching to engineering staff and APs.
  • Provide interpretation of technical safety documents, standards, and legislation.
  • Collaborate across multiple stakeholders including the MoD, NHS, MoJ, and commercial partners.

Ideal Experience & Skills Required

  • Proven experience acting as Authorising Engineer within a high-assurance environment.
  • Chartered or Incorporated Engineer status or eligible via an accredited Engineering Institute.
  • MoD/NHS Authorising Engineer licence (or ability to gain).
  • Qualified Lead or Internal Auditor to ISO 45001 or equivalent.
  • NEBOSH General Certificate or equivalent safety competence.
  • NVQ Level 6 in Engineering or equivalent qualification.
  • Deep understanding of:

  • Health Technical Memoranda (HTMs)
  • BS7671 IET Wiring Regulations
  • The Electricity at Work Regulations
  • Dangerous Substances and Explosive Atmospheres Regulations (DSEAR)
