On behalf of HM Land Registry, we are looking for a Pay and Reward Strategy Consultant (Inside IR35) for a 3-month contract working on a hybrid basis with an expectation of occasional attendance in the Croydon, London office.

HM Land Registry has a proud history, spanning more than 160 years. They play a role in every single purchase of land or property in England and Wales, ensuring that the right information is made available to buyers and conveyancers to help them make informed decisions. HM Land Registry employs over 7,000 people across England and Wales who support their vision of a world leading property market as part of a thriving economy and a sustainable future.

HM Land Registry (HMLR) is seeking the support of an external provider to undertake a strategic review of its pay and reward system. Deliverables should include a report with actionable recommendations and a presentation of the key findings and recommendations to HMLR Executive Committee. The review should take place in a three-month period, with recommendations presented by the end of May 2026.

On-site work will consist of research and interviews or workshops with key stakeholders, including members of the Executive Committee, trade union representatives, and members of the workforce. HMLR's internal pay team will support the provider in undertaking the work. The review should incorporate all pay and reward systems relating to delegated pay, including non-consolidated end-of-year and in-year performance related pay, allowances, and employee benefits. The review will not cover Senior Civil Service pay and reward, except to consider overlaps between delegated pay and SCS pay. Options to amend Senior Civil Service pay should not form part of the review.

The review should include recommendations for an optimised pay system, taking account of civil service pay rules, affordability, competitiveness within the civil service, HMLR's culture and strategic direction, and employee and equalities impacts. Where appropriate, the review should include an implementation plan showing a clear road map of steps from existing pay arrangements to the recommendations. Recommendations must set out how HMLR would respond to a future pay freeze and/or small increases in pay-bill costs. It should not include pay and reward theories; it should be tangible recommendations for changes within the tight CS pay remit. The review should consider how pay and reward will best support HMLR's aim to have a high performing, expert and engaged workforce.

While pensions form a significant part of HMLR's total reward, and which could be structured to reflect generational reward preferences, changes would not be permissible at departmental level and will not be in scope of the review. This role can be from any of our 14 HMLR offices and can be largely remote but will involve some face-to-face workshops and presentations, likely in our Croydon Office.

Essential:

  • Proven expertise in Pay and Reward
  • Experience working within the Public Sector / Civil Service
  • A demonstrable track record of identifying, developing, and implementing effective solutions
  • Demonstrated experience and a strong track record of delivering results within complex, fast paced environments

Desirable:

  • Experience of working with Trade Unions
  • Proven experience in pay modelling
  • Proficiency in Microsoft Excel and Power BI
  • CIPD qualified
