Bulb Resourcing is partnering with a network services provider to recruit a Project Delivery Manager. The client specialises in the design, installation, and management of complex telecommunications infrastructure for high-security, mission-critical environments. In this role, you will lead network operations projects, manage onsite installations, and handle first-line engagement across public sector defence sites in the UK.
Key Responsibilities
- Project & Engineering Activity: Supporting onsite surveys, infrastructure installations, and customer sign-offs while maintaining rigorous quality control.
- Process Implementation: Introducing and implementing new operational processes and policies required for working on secure public sector infrastructure.
- Financial & Resource Management: Tracking costs across the programme alongside the Senior Project Manager to ensure margins and cost-saving efficiencies are maintained.
- Stakeholder Engagement: Actively engaging with stakeholders at all levels, managing relationships harmoniously, and supporting commercial teams with technical inputs for bid responses.
- Operational Support: Ensuring internal and external providers meet contracted service levels, whilst providing ICT support across the portfolio.
Required Skills and Experience
- To be successful in this role, you must hold active Security Clearance (SC Clearance) and possess a strong background in telecommunications engineering, installation and commissioning (I&C), and management.
- Technical Knowledge: Deep understanding of telecoms equipment, network infrastructure, structured cabling systems, containment installation practices, and topology (LANs, WANs, Wi-Fi).
- Compliance & Standards: Working knowledge of public sector defence ICT standards and frameworks (including JSP 440, JSP 604, and TEMPEST installation design criteria).
- Framework Familiarity: Familiarity with the roles of the Prime Contractor, System Designer Authority (SDA), and Co-ordinating Installation Design Authority (CIDA/SCIDA).
- Systems & Standards: Solid knowledge of Health & Safety and Quality Management Systems (such as ISO 9001, ISO 45001, and ISO 27001).
- Logistics & Flexibility: Ability to split time effectively between the head office, remote working, and customer sites. Willingness to undertake occasional out-of-hours work, overnight stays, and European travel.
