On behalf of the Government Legal Department (GLD), we are looking for a HR Systems Manager Inside IR35 for a 3 month contract (possible extension) based Hybrid working (2/3 days per week in Leeds or London office and remaining WFH). GLD's HR Division provides strategic partnering, professional advice and in-house HR and payroll services to over 3,500 employees across GLD, AGO (Attorney General's Office) and HMCPSI (HM Crown Prosecution Service Inspectorate). On a day-to-day basis, the HR Operations Team are responsible for:
- Providing the first point of contact for HR and payroll queries
- Administering employee and payroll changes
- Providing accurate and compliant payroll and pensions services
- Managing third party occupational health, employee assistance and employee benefit schemes to support personal and financial wellbeing
- Maintaining and optimising GLD's HR and Payroll iTrent platform (internally branded as MyHR)
- Providing management information and people analytics to support local and strategic decision making

We are looking for an experienced HR Operations professional with a proven track record of leading continuous improvement projects and delivering digital HR services. While experience of working with HR information systems is essential, this is not an IT operations role requiring technical software skills.
The main duties and responsibilities of the HR Systems Manager would be to:
- Drive the digitalisation of HR processes and implementing digital solutions to improve user experience, increase efficiency and support business objectives.
- Lead on projects to deliver two of our strategic 2026-27 People Strategy objectives - preparing for a successful implementation of a new Enterprise Resource Planning (ERP) platform and providing efficient and high-quality HR services to our employees and improve the user experience through a programme of continuous improvement and optimisation of our current platforms.
- Lead on digital innovation within the HR Operations team, leading a small team of HRIS specialists responsible for maintaining and optimising iTrent on behalf of HR and be responsible for improving user experience of the platform, alongside increasing efficiency and self-service.
- Work closely with Digital colleagues to ensure Service Now platform (GLD's ticketing and case handling platform) is optimised for HR customers, aligned to organisational structures and HR processes and that HR requests for change are fully scoped, progressed and implemented.
A passion for digital innovation and continuous improvement is essential.
Proven experience delivering HR services via digital platforms, including an in-depth knowledge of HR information systems, self-service portals and other digital tools and platforms is required.
A good understanding of HR policies and processes across the entire employee lifecycle is necessary.
Ability to think strategically and creatively to develop and implement digital HR solutions and continuous improvement projects to resolve problems and support team and/or organisational priorities is important.
Strong project and change management skills, including leading multi-disciplinary teams, managing multiple projects simultaneously, prioritising tasks, and meeting challenging deadlines are essential.
Familiarity with data privacy and security regulations is required.
