About the role: The Lead Traffic Management System (TMS) Engineer is responsible for leading the development of the TMS specifications, the technical progressive assurance of the TMS design and the approval of the TMS for APIS. Under the overall accountability of the Head of CCS Engineering (who also has broader accountability), the Lead TMS Engineer provides leadership of the TMS engineering tasks and is responsible for the integration of TMS with the HS2 Railway. The job holder will be required to engage with the programme stakeholders, providing strategic direction for business critical workstreams and providing technical leadership for specialist and consultancy resources. The key duties will include but are not limited to: * Engaging and managing stakeholders to ensure a holistic approach for development of engineering solutions. * Providing overall technical assurance for the TMS engineering discipline. * Working closely with the wider engineering disciplines to develop TMS solutions that consider all relevant systems and sub-systems. * Developing requirements, specifications and standards which deliver railway capability, while mitigating environmental impacts, within the programme and budget. * Contributing to the management of technical risk for TMS engineering works. * Providing technical expertise and advice relating to TMS engineering to the wider project organisation and external stakeholders. * Developing and leading the implementation of strategies for management of interfaces between TMS and other CCS subsystems and rail systems, Network Rail and other 3rd party systems. * Managing work packages and suppliers, as required. * Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI. About You: Skills: * Ability to lead the TMS Engineering discipline * Able to provide specialist technical support and leadership on all disciplinespecific scientific, technical and engineering principles to those working directly with project development / delivery teams. * Provides technical, commercial management and leadership skills to support those working directly with project development / delivery teams. * Ability to communicate most discipline-specific technical ideas to stakeholders and colleagues, based on examples of application. * Ability to apply the full range of principles relating to standards, safety and the environment. * Applies principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from other Subject Matter Experts or others. * Capable of being a Standard Discipline Owner / Subject Matter Expert. Knowledge: * Understanding of the application of the Common Safety Method (CSM) for risk evaluation and assessment in a TMS project context. * Understanding of the full scope of the Traffic Management System applicable to high-speed rail projects and their relationship to railway operations. * Understanding of the specific technical issues associated with high-speed rail. * Understanding of development, design and construction based on multiple similar TMS Systems projects. * Application of technical standards, both national and international, which apply to TMS and railway system design and operation. * Understanding of the technical issues associated with current and future TMS technology. * Chartered Engineer/Membership of an appropriate professional institution or the equivalent experience. Type of Experience: * Experience of leading teams of specialist engineers. * Experience developing or delivering TMS associated with modern railways or similar client organisations. * Working as part of a multidisciplinary management team within a large, complex project. * Establishment of requirements and evaluation of proposed solutions. * Project planning and organisation to meet significant project deadlines including cost delivery and schedule targets.
