International Worker Assurance Lead (H+S Advisor) in England

Job Description

On behalf of the CPS, we are looking for a Contractor and International Worker Assurance Lead (H+S Advisor) (Inside IR35) contract which runs to the end of May 2027 and is a hybrid role so may require occasional travel to the nearest CPS office, there are 14 locations in the UK

The CPS prosecutes criminal cases that have been investigated by the police and other investigative organisations in England and Wales. The CPS is independent, and they make their decisions independently of the police and government.

To establish and embed a consistent CPS framework for managing and assuring HSF risks arising from contractor activity and international working.

The postholder will provide clear organisational control across contractor lifecycle arrangements and international worker arrangements by defining responsibilities, minimum standards, assurance requirements, reporting routes and escalation criteria. The role will convert existing evidence, specialist input and performance data into practical standards, tools and implementation support that CPS can maintain beyond the appointment period.

As a Contractor and International Worker Assurance Lead, your main responsibilities will be:

• Identify the contractor and international worker arrangements within scope.
• Assess the current governance, controls, evidence and assurance position.
• Define responsibilities across HSF, Commercial, operational management, suppliers and government partners.
• Establish minimum HSF standards across the contractor lifecycle, from appointment and mobilisation through to supervision, performance management and completion.
• Define proportionate arrangements for international working, including risk assessment, preparation, welfare, emergency support and incident escalation.
• Clarify interfaces with Security, Human Resources, Commercial, Estates, FCDO, One HMG and other relevant partners.
• Apply the Senior Ergonomic Specialist's DSE and ergonomics report recommendations and standards where relevant.
• Work with the HSF Support Officer (Data Analyst) to establish suitable performance measures and assurance reporting.
• Develop practical standards, checklists, evidence requirements and escalation criteria.
• Provide a prioritised improvement plan with named owners and completion dates.
• Test the framework against a representative selection of existing arrangements.
• Support implementation and transfer the completed framework and knowledge into CPS ownership by 27 March 2027.

Essential Skills

• Experience of health and safety management, assurance, governance or risk control in a complex organisation.
• Good knowledge of H&S legislation and contractor assurance.
• Experience developing organisational policies and assurance frameworks.
• Ability to establish governance, oversight and reporting arrangements.
• Practical knowledge of contractor safety management across appointment, mobilisation, delivery, monitoring and close-out.
• Experience of assessing governance, management systems, controls and evidence and translating findings into proportionate improvement actions.
• Ability to design clear standards, procedures, checklists, evidence requirements and escalation routes that can be applied in practice.
• Experience of working across organisational boundaries with commercial, operational, corporate and supplier stakeholders.
• Sound understanding of employer, client and contractor health and safety responsibilities and the need to coordinate shared risks.
• Ability to analyse qualitative and quantitative information and develop meaningful performance and assurance reporting.
• Strong stakeholder management, written communication and report-writing skills.
• Effective planning and delivery skills, including management of dependencies and fixed deadlines.
• Ability to exercise evidence-based judgement and escalate significant concerns appropriately.
• Confident in using Microsoft Teams, SharePoint and Office 365 tools to work effectively in a remote or hybrid environment.

Qualifications

* A recognised health and safety qualification, such as NEBOSH General Certificate, NVQ Level 3 or above in Occupational Health and Safety, or equivalent relevant experience.
