About the Role: Great British Energy is looking for two Policy and Strategy Leads to join our GBE Strategy Team. This role will play a key part in contributing to projects, objectives, and wider organisational goals.
Key Responsibilities:
We are recruiting for two Policy and Strategy Lead roles:
- A Strategic Policy Lead responsible for ensuring GBE developing strategy is based on robust policy positions and aligns with our shareholders expectations.
- A Regulatory Policy Lead responsible for working with GBE commercial teams to identify and unblock specific regulatory issues necessary to meet the company's objectives.
Both roles will be expected to work closely together on a range of high-profile issues and we expect will operate somewhat interchangeably, being involved in monitoring the landscape to proactively identify risks and opportunities to shape the work of the team, developing policy positions and influencing strategies, representing the organisation at external events, and working closely with senior decision makers within both GBE and government. Both roles will also have a role in shaping the organisational culture of the new policy function and wider organisation as we look to build an inclusive, supportive, and resilient working environment which embraces excellence and innovation.
As these are new roles for the organisation, and we are looking for candidates capable of proactively developing and driving work to meet the needs of the organisation, the exact roles and responsibilities will be subject to evolve and develop over time. However, specific responsibilities are likely to include:
- Strategic Policy Lead: Coordinate policy positions across GBE through horizon scanning, conducting research and analysis, and developing an agreed policy governance framework. Work closely with DESNZ, Treasury, Cabinet Office and No.10 to ensure strong alignment between GBE's policy framework and wider government objectives. Be the primary working level contact between the company and shareholder department, coordinating GBE's input on key documents such as the framework document, future strategic steers, business case processes and parliamentary evidence session.
- Regulatory Policy Lead: Through close integration with GBE's commercial teams, you will lead the identification of key regulatory interactions and be a primary point of contact between the company and policy makers in Whitehall and wider energy policy making institutions. Form policy positions on those regulatory interactions that best serve GBE's strategic objectives. Do this by deriving evidence-based policy recommendations and achieving buy-in from internal and external stakeholders. Be a conduit between on-the-ground development and investment teams, and strategic decision makers.
Qualifications and Experience:
Essential: As part of your application please indicate whether you have a particular interest in either role or if you are interested in applying for both. We would expect applicants for the Strategic Policy lead role to have a background from either working in or closely with government shaping strategic policy directions. Whilst applicants for the Regulatory Policy Role would be expected to have more of a regulatory affairs or background working in a commercial policy setting in specific business areas relevant to GBE.
Essential experience and skills across both roles though will include:
- Experience in energy policy development and delivery within government, an arm's-length body, or an energy or infrastructure organisation.
- Strong analytical and problem-solving skills, with the ability to interpret complex regulatory, technical and commercial information in order to make informed decisions.
- Excellent written and verbal communication skills, being able to simplify complex topics and engage effectively with senior leaders.
- Ability to build trusted relationships with government, industry stakeholders, local leaders and community representatives.
- Experience influencing cross-government processes, regulatory changes or sector-wide policy debates. Proactively being able to identify opportunities, secure buy-in, and deliver results.
- Ability to work at pace, prioritise effectively and drive outcomes in a fast-moving and ambiguous environment whilst maintaining resilience for you and your team.
Desirable: A record of influencing commercial activity based on analysis of energy related policy or regulatory impacts.
