Procurement plays a key role in delivering this vision, and we are continuing to strengthen our strategic approach to commissioning and commercial delivery. The Council is delivering an ambitious Digital Strategy 2025-2030 to support corporate transformation, improve outcomes and enhance how we work with our communities and partners.

We are now seeking an experienced and motivated Digital Category Manager to join our award-winning procurement team on a 12-month temporary basis. Reporting to the Corporate Procurement Manager, you will lead the development and delivery of procurement strategies across ICT and digital spend, ensuring best value, innovation and strong commercial outcomes.

You will work closely with our ICT Department and be responsible for managing the full end-to-end procurement lifecycle – from strategy development and market analysis through to tendering, contract award and ongoing supplier management. This is an exciting opportunity to influence how Renfrewshire Council delivers digital services and drives value through procurement.

It is essential that you are educated to degree level or equivalent in a relevant subject or have/are working towards CIPS. Additionally, you must also have experience of the dynamic ICT marketplace and understand how this relates to the public sector; experience of managing, developing and reporting complex projects; the ability to develop and implement high level and individual contract strategies; experience of negotiating and awarding contracts in accordance with procurement policy, procedures and strategy; and experience of developing and implementing appropriate supplier relationship and development strategies.

You must have influencing, networking and relationship management skills, be able to constructively challenge and be a “change agent” and have clear, concise and effective communication and presentation skills. You will also be able to develop and create a Project Schedule and maintain procurement performance to support the scheduled completion date, as well as able to produce accurate work to tight deadlines under pressure.

It is desirable that you have experience of working in Council services; are able to identify changes and developments in the marketplace and their potential impact on the Council; and have an understanding of the Public Sector Procurement and its challenges.

Please note that this post is temporary, subject to business needs and funding for 12 months or until the requirement for the post ceases, whichever date is the earlier. If successful, you will be required to undertake a Disclosure Scotland check, the level of check will be determined by the duties of the post.
