Our client Worcestershire County Council is looking for an Independent Reviewing Officer to join their Safeguarding, Quality assurance service.
Main Purpose of Job:
- To perform the role and responsibilities of an Independent Reviewing Officer (IRO), fulfilling the statutory duties as laid out in the Care Planning Regulations and IRO Handbook 2010, and an Independent Chair of Child Protection Conferences, fulfilling the responsibilities as laid out in Working Together to Safeguard Children 2013.
- To undertake the statutory role of Local Authority Designated Officer (LADO) in relation to allegations against people who work with children.
- To be responsible for the co-ordination and independent chairing of Child Protection Conferences, Looked After Children (LAC) Reviews and Position of Trust (POT) and Child Sexual Exploitation (CSE) Strategy Meetings.
- To ensure that the views of children and young people are listened to and taken into account in decision-making.
- To ensure effective SMART planning for children and young people.
- To quality assure, and monitor the implementation of, individual children's plans (Care Plans and Child Protection Plans), identifying drift and delay, and identify patterns of concern in respect of the Local Authority's fulfilment of its statutory responsibilities.
- To perform a quality assurance role and offer support and challenge to operational staff in Children's Social Care, including managers.
- To escalate concerns about plans for children, or the implementation of plans, through the statutory Dispute Resolution Process, when necessary seeking independent legal advice.
Responsibilities, Duties and Tasks:
- To effectively chair a range of meetings in accordance with WCF procedures, ensuring that these are child-focussed and that the resulting plans are SMART.
- To ensure the meaningful participation of children, young people and their families in the looked after reviewing/child protection conference processes.
- Ensure that the child's VOICE is heard in all meetings of which they are the subject and that their views are taken into account in the decisions made.
- To ensure the individual needs of looked after children and children in need of protection are identified and addressed with particular regard to race, religion, culture, ethnicity, disability or sexual orientation.
- To ensure children are aware of their rights to legal representation and advocacy and how to access this.
- To encourage service users, carers and significant others, to contribute to every aspect of the decision making processes, to ensure that wherever possible, individuals are enabled to make decisions about their own lives.
- To ensure information is provided to children and their parents/carers about the looked after Reviewing and Child Protection processes.
