Purpose of the Role
The Program Development and Award Advisor (PDAA) supports both pre‑ and post‑award activities across the Regional Program & Award Support (RPAS) team, contributing to regional learning and service improvements. The role focuses on business development, award management, compliance, and system/process improvement for East Africa.
Scope & Authority
No line‑management responsibilities. The PDAA reports to the Directors, Awards Management East Africa.
Key Working Relationships
Works closely with the Head of Business Development, Senior Program & Award Advisor, and RPAS team members. Also collaborates with country programme grants and partnership teams, AMU, CRRD, Global Supply Chain, Finance, Office of General Counsel, Technical Excellence and other key IRC departments.
Key Accountabilities
- Business Development
- Collaborate with country teams to identify business development priorities and support donor engagement.
- Coordinate donor research, analyze funding trends, and track new opportunities.
- Lead or support pre‑positioning efforts, including technical brainstorming and partner analysis.
- Assist in setting annual regional metrics and reviewing quarterly strategic progress.
- Support the full proposal lifecycle and quality compliance on proposals.
- Facilitate partner and consortium coordination and approvals.
- Review agreements, ensure compliance, and support negotiation.
- Maintain electronic files and proposal trackers.
- Awards Management & Compliance
- Manage regional award portfolio, ensuring timely submission of reports and collaborations with country staff.
- Guide design, production and submission of award amendments and modifications.
- Provide post‑award support and guidance on compliance issues.
- Review and negotiate award agreements and sub‑grant agreements.
- Monitor projects to ensure progress and donor compliance.
- Advise on donor compliance queries and internal policy adherence.
- Capture lessons learned and promote continuous improvement.
- Travel to support awards and partnership teams as needed.
- Capacity Building & Training
- Deliver onboarding and training for country programme and RPAS staff on award processes and IRC policies.
- Other Responsibilities
- Contribute to regional learning initiatives and after‑action reviews.
- Participate in RPAS team strategy development.
- Collaborate with DAM and HBD to manage assignment requests.
- Ensure accurate record‑keeping.
Qualifications
- Fluency in English; proficiency in German desirable.
- Significant experience with European and emerging donor requirements; good understanding of U.S. Government requirements desirable.
- Good understanding of humanitarian aid and development programming.
- Ability to work collaboratively and handle a multifaceted workload.
- Financial management and budgeting skills.
- Analytical and organizational skills, detail‑oriented.
- Excellent interpersonal and communication skills.
- Independence and flexibility in a fast‑paced environment.
- International experience in the Global South a plus.
- Excellent IT skills (Word, Outlook, Excel).
- Ability to travel internationally.

- Experience supporting country‑based staff at a distance.
- Experience developing, reviewing, and editing narrative and financial reports, concept notes, proposals, budgets, and budget narratives with strong attention to detail.
