About the Role

This is a pivotal leadership role within our Technology, Data and Experience service, focused on ensuring the stability, resilience and continuity of our IT services during a period of significant organisational change. You will lead the coordination of ICT activity through Local Government Reorganisation (LGR), ensuring our systems, infrastructure and services remain safe, legally compliant and fully operational. You’ll act as the key technical point of contact for Reigate & Banstead, representing our local context within wider LGR workstreams and supporting effective decision‑making across multiple councils. Working closely with the Head of Technology, Data and Experience and IT team leaders, you’ll balance strategic programme demands with the need to maintain strong day‑to‑day service delivery. This is an opportunity to play a central role in shaping transition planning while providing stability, clarity and leadership for teams during a complex and high‑profile change programme.

About the Person

We are looking for a collaborative and pragmatic technical leader who can provide direction, coordination and reassurance during a period of change. We are also open to secondments or job sharing applications from colleagues working within Surrey councils involved in LGR. The successful candidate will demonstrate:

    • Ability to manage supplier relationships and ensure continuity of critical services
    • Experience of supporting transition, migration or transformation programmes
  • Qualifications and Experience
    • Demonstrable experience in a senior IT or technical services management role
    • Experience of leading teams and supporting managers in delivering business‑as‑usual services
    • Experience working in complex organisational or programme environments (e.g. multi‑agency or transformation programmes)
    • Understanding of governance, risk management and service continuity principles
    • Relevant technical or professional qualifications (or equivalent experience)

Local Government Reorganisation

Reigate and Banstead Borough Council is part of the government’s plans for Local Government Reorganisation (LGR) scheduled to take place in April 2027. This means the current two‑tier system, where services are split between Surrey County Council and district and borough councils like Reigate, will be replaced with two unitary councils made up of East and West Surrey, which will handle all local services. Reigate and Banstead Borough Council will form part of the new East Surrey unitary authority. Although this may lead to some uncertainty for anyone considering a role with us, this process will take some time and during that time we still need to provide services. When local government is reorganised, most staff will transfer to the new council(s) which may offer additional opportunities for career development and variety as part of a larger organisation.
