We are looking for a Head of Programmes and Projects to join us in a key role leading our PMO function at the Regulator of Social Housing (RSH). At RSH you’ll be joining an organisation that gives you the opportunity to make a difference to people’s lives, regulating a sector that houses over four million people across England.

As the Head of Programmes and Projects you will lead our programme and project management function, maintaining a high quality programme and project management framework, building our organisational capacity and capability in this area, and leading a team of project managers and support officers to deliver a central Project Management Office. You will both oversee and lead the delivery of multiple concurrent programmes and projects, working collaboratively with colleagues at all levels, including the most senior, to ensure delivery of objectives in both timely and to a high standard. You will be responsible for maintaining oversight of timebound activities in our business plan to provide regular performance reports to the executive and board. As a member of the Extended Leadership Group you will develop key relationships across the organisation, providing expert advice and support. You will ensure consistency of approach and good governance across projects, as well as driving change and continuous improvement.

As the successful candidate, you will be an experienced programme and project manager with a proven ability to identify and deliver change using project management techniques and methodology. You will have experience working in a PMO, leading multidisciplinary teams, delivering organisational objectives and driving change and improvement. You will be an inclusive and collaborative team leader, with a keen interest in developing both your team and organisational capacity and capability.

We operate a hybrid model of working with a mix of office and home working, as well as offering a range of flexible working arrangements. This role can be based out of any of RSH's offices in Manchester or Leeds. Our Manchester office will be relocating during 2026, however will remain within the city centre. Most roles involve some travel within England between our offices, with some roles also involving onsite visits to social housing providers.

Interviews are expected to take place w/c 2nd February and will be held via Microsoft Teams. We expect this to be a one stage interview process.

The salary for this role is a spot salary within the given range, which will normally be the minimum of the range. There is no incremental progression through a pay scale. Annual salary reviews are determined by the government pay award.
