We are currently looking for a Head of Assurance and Business Improvement to join us at the Regulator of Social Housing. With a career at RSH you’ll be joining an organisation that gives you the opportunity to make a difference to people’s lives, regulating a sector that houses 4 million people across England. You will support the delivery of effective regulation of landlords so that they are well run and financially viable. Our regulation continues to drive social landlords to deliver improvements in the safety and quality of homes and engage with tenants in the delivery of services.
As the Head of Assurance and Business Improvement you will take on a leadership role supporting the ongoing development of RSH’s regulatory approach, bringing a focus on regulatory assurance and continuous business improvement. This may include leading reviews of lessons learned, as well as consideration of new and emerging regulatory requirements, and areas where we may want to strengthen our regulatory assurance. You will be responsible for identifying opportunities for improvement in the way we carry out our regulatory activities, delivering RSH’s regulatory assurance programme and agenda for continuous improvement. This includes leading and drawing on a range of outputs from projects, assurance reviews and audits, as well as other relevant sources, to identify risks, issues and opportunities for improvement and develop clear action plans to address them.
As Head of Assurance and Business Improvement, you will lead and co‑ordinate the implementation of agreed action plans, operationalisation of new and emerging regulatory requirements, and other business improvement initiatives. This includes tracking, monitoring and reporting delivery of improvement action plans and initiatives. This is a collaborative role, requiring you to work effectively with colleagues from across the organisation in order to deliver meaningful and lasting change and improvements, as well as leading and supporting knowledge sharing and on‑going training to support rigorous regulatory decision making and capacity building.
As the successful candidate you will have a strong track record of applied strategic thinking capability and delivery, as well as the ability to digest and present a wide range of complex material for a variety of audiences. You will have a track record of driving improvement or delivering change programmes, ideally in a regulatory, financial, legal or assurance‑based environment. You should be a strong leader with the proven ability to inspire staff and lead a team to deliver; able to work across team boundaries in a constructive and collaborative way, with excellent communication skills.
We offer a range of benefits including a 35 hour working week, 33 days annual leave and access to the Civil Service Pension Scheme. Other well‑being benefits include staff discount scheme, cycle to work scheme, Nuffield Health Screening and additional welfare programmes. Salary for this role is a spot salary within the given range, normally the minimum of the range. There is no incremental progression through a pay scale. Annual salary reviews are determined by the government pay award. In addition, when the probation period is successfully completed, a performance related bonus may be awarded, based on appraisal ratings at the end of the qualifying appraisal year.
We carry out anonymous shortlisting as part of our commitment to Equality and Diversity and ensuring a fair and consistent approach to recruitment. We are a Disability Confident Employer and guarantee an interview to disabled candidates who meet the minimum selection criteria, as part of this commitment. We encourage applications from all sections of the community, irrespective of background, belief or identity, recognising the benefits of a diverse organisation.
