The Role

We’re looking for an Agile Delivery Manager (ADM) to join our dynamic and forward‑thinking organisation. Whether it’s supporting the delivery of digital services, software products or critical business outcomes like property deed registrations, you’ll play a vital role in helping teams work smarter and more effectively. This role will initially be based in Service Management, so ITIL/ITSM experience would be an advantage. The team is part of IT Enablement, the department that delivers digital hosting, security and workplace services.

On a typical day you will…

  • Support delivery processes using rapid feedback to maximise value and quality.
  • Coach teams in continuous improvement and controlled experimentation.
  • Act as servant leader enabling teams to be effective and self‑organising.
  • Facilitate ceremonies and workshops to maintain collaboration and clarity.
  • Use flow metrics to identify constraints and recommend improvements.
  • Identify and remove blockers, coordinating with cross‑functional roles.
  • Work with Product, IT Enablement and business stakeholders to ensure effective prioritisation and dependency management.
  • Support teams through discovery, alpha, beta and live phases in line with the Digital Scotland Service Standard.
  • Be prepared to move across teams or directorates where required.
  • Provide Agile‑related advice across the organisation and surface systemic impediments to organisational agility.
  • Contribute to the Agile Community of Practice and provide training.
  • Line‑manage and mentor Agile Delivery Managers and support recruitment for Agile roles.

Key Responsibilities

  • Facilitate delivery through coaching, sprint planning, backlog refinement and sprint retrospectives.
  • Identify and remove impediments, coach teams and provide Agile coaching across the organisation.
  • Analyse and report data to support decision‑making and continuous improvement.
  • Drive and embed an Agile mindset aligned to the organisation’s vision and strategy.
  • Champion continual improvement culture through storytelling and metrics.
  • Serve as a business partner by supporting teams to achieve their objectives.
  • Work across teams and across the organisation to realize value.

Essential Criteria – Skills and Attributes for Success

  • Experience – facilitating Agile delivery in cross‑functional teams.
  • Skill – in Lean/Agile methods and use of flow metrics.
  • Proven experience – working in a Delivery Manager, Lead, Agile Coach or Scrum Master role for at least 2 years.
