Total Remuneration: starting from £47,590-£54,482. Pay Supplement: The base salary for this role is £41,026-£46,968. This job qualifies for Digital, Data and Technology Annual Pay supplement 16% which is included in the total remuneration above.
Pension: 28.97% (RoS contribution). Annual Leave: 38 days annual holiday, increasing to 42 days with length of service.
Duration: Permanent. Working Pattern: 35 hours per week. We are a flexible employer and will consider a variety of working patterns.
Location: Hybrid working. Offices in Glasgow and Edinburgh. We envision that many of the team, community activities and co-design sessions will take place at our Edinburgh or Glasgow offices, for at least a part of each week.

The Role: As a Content Designer at RoS, you will play a key role in making information clear, accessible, and user-focused, helping people achieve their goals while supporting the delivery of policy intentions. You will work across both digital and offline channels, taking ownership of content throughout its entire lifecycle - from discovery, audits, and research to drafting, testing, and review. In this role, you will create or revise transactions, products, and single pieces of content, ensuring they are aligned with user needs and organisational objectives.
You will use evidence, data, and user insights to make informed content decisions and tailor communications for both public and professional audiences. Your work will involve managing competing user needs, guiding stakeholders through content sign-off processes, and applying technical knowledge of content management systems, components, and basic HTML. Working autonomously as a self-starter, you will manage projects independently while collaborating across teams to influence stakeholders and ensure content meets the highest standards.
This role is ideal for someone experienced in writing online content, familiar with Agile ways of working, and passionate about delivering content that improves the end-to-end user journey. You will have the opportunity to make a tangible impact by shaping how people interact with RoS services, helping to create content that is understandable, effective, and user-centred.
On a typical day you will…
- Support the delivery of RoS mandatory publications on ros.gov.uk, working closely with stakeholders.
- Manage the content design inbox, answering ad hoc content design enquiries and actioning those requests.
- Handle content design requests for statutory reports, internal resources and website to reflect process changes.
- Design content to support new service offerings.
- Design accessible communications in collaboration with stakeholders.
- Run co-design sessions with stakeholders on standalone pieces of content.
- Upload new guidance to the Knowledge Base, ensuring it meets best practice.
- Understand the needs and requirements of the RoS audience.
- Respond to changing requirements using an Agile delivery methodology.
- Use evidence, data and research to make content decisions.
- Use the style guides and content patterns.
Support with:
- Team planning and prioritisation activities.
- Running Content Community of Practice (CoP) sessions.
- Developing new Content CoP sessions.
- The yearly content audit and subsequent amends.
- Developing the UCD intranet to deliver value for RoS.
Key Responsibilities Essential Criteria – Skills and Attributes for Success Experience/Technical: We will assess you against the following Experience and Technical skills during the application and assessment process:
- Experience of working with content management systems (CMS).
- Technical knowledge of Components / Basic HTML.
- Managing Stakeholders and Managing Content Sign off processes and policies.
- Managing competing User Needs.
- Managing entire Content Life Cycle (Discovery/ Content Audits).
- Familiarity with Scottish Governments Digital First Service Standard (formerly D1) or Government Digital Services Standards.
